Proposal to issue health insurance cards to veterans

Currently, there are more than 2.3 million members of the Veterans Association nationwide who enjoy health insurance (HI). However, there are still groups of veterans who have not yet enjoyed this policy. The Vietnam Veterans Association has proposed a health insurance policy for its members who are veterans.

The Vietnam Veterans Association has just sent a proposal to the Ministry of Labor, Invalids and Social Affairs and the Ministry of Health on health insurance policy for veteran members who are former soldiers.

According to the Vietnam Veterans Association , after investigation, survey, classification of subjects, research, the organization determined that more than 2.3 million members have enjoyed health insurance policies according to the provisions of the Health Insurance Law and Decree 146/2018/ND-CP of the Government detailing and guiding measures to implement a number of articles of the Health Insurance Law.

In addition to the groups of subjects that have enjoyed the policy, according to the regulations of the Vietnam Veterans Association Charter, there are groups of subjects who are veterans considered for admission to the association but have not enjoyed this policy, including:

Non-commissioned officers and soldiers who enlisted after April 30, 1975, have completed their military service and settled in mountainous communes, districts, and provinces; communes and districts on mainland borders, islands, and ethnic minority areas.

Those who enlisted after April 30, 1975 to August 31, 1989. Soldiers who completed their duties on the front lines of borders and islands.

Soldiers who have completed their military service, are members of the Communist Party of Vietnam or have excellent achievements during their service, are awarded certificates of merit or higher.

Soldiers and veterans are trained by the Ministry of National Defense to become reserve officers.

According to reports from 63 provinces and cities, there are currently 708,833 members of the Veterans Association who are former soldiers, of whom over 283,000 have received health insurance. The remaining number is about 425,000 people who have not received it.

After completing their military service and returning to their hometowns, most veterans return to the countryside to work in production. Most of their families are in difficult circumstances and do not have a stable source of income.

Therefore, according to the opinion of the Veterans Association of 63 provinces and cities, the research and proposal to implement the health insurance regime for veterans at the present time is appropriate and very necessary.

The Vietnam Veterans Association estimates that the annual state budget for health insurance payments for its veteran members is about more than 413 billion VND/year.

The expenditure level is based on the contribution level of 4.5% of the basic salary (currently 1.8 million VND) according to Decree 146.

This organization assessed that the implementation of health insurance policy for veterans has profound political and social significance, demonstrating the care of the Party, State and people for those who have contributed to the cause of building and defending the Fatherland; contributing to strengthening social security, positively impacting national defense, security and the task of protecting the Fatherland in the new situation.
