Proposing the President and Prime Minister to appoint a special envoy for a limited period of time

This morning, Deputy Prime Minister Ho Duc Phoc, authorized by the Prime Minister, submitted to the National Assembly a draft Resolution of the National Assembly on a number of specific mechanisms and policies to improve the effectiveness of international integration work.

The Deputy Prime Minister said that the draft resolution focuses on three major policy groups.

First, the policy of strengthening and deepening relations with partners , especially neighboring countries, major countries, other important partners and traditional friends.

This policy applies a mechanism to handle difficulties and obstacles in implementing cooperation projects with foreign partners of key and strategic nature.

Regarding regulations on applying incentives and support for international organizations, special delegations and foreign non- governmental organizations present in Vietnam, the draft resolution stipulates incentives and support on taxes, fees and setting up headquarters in Vietnam for these partners.

The draft also aims to create a mechanism to send forces to participate in construction activities in areas of conflict and disaster or to build projects to support partners from funding from foreign partners (especially the United Nations) or our own funding, ensuring effectiveness, long-term symbolic value and minimizing loss.

Notably, the draft resolution allows provincial People's Committees to establish representative offices abroad in a number of key areas. The budget for establishing representative offices is guaranteed from the regular budget of provincial People's Committees. The Government will stipulate the conditions for establishment, organizational structure, functions, tasks, procedures and management of provincial People's Committees' representative offices abroad.

Regarding relations with neighboring countries, the draft resolution allows provincial-level local authorities to be more proactive in border diplomacy. Specifically, the provincial People's Committee decides on investment projects to repair damaged border markers, rebuild washed-away or unrepairable border markers, and eroded embankments to protect border lines and border markers after being inspected and confirmed by the central border agencies of Vietnam and the relevant country.

Second, the policy promotes the central role, subject, driving force and main force of enterprises in international integration. In particular, enterprises are allowed to establish an international integration enterprise development fund to enhance the global competitiveness and international integration of Vietnamese enterprises.

The Government shall provide detailed regulations on the establishment, organization and operation of the fund, special mechanisms and policies on capital mobilization for the fund, and management and supervision mechanisms to ensure the fund operates for its intended purposes.

In this group of policies, the draft also stipulates support for Vietnamese enterprises abroad to establish organizations to represent and protect the interests of Vietnamese and foreign enterprises in some key areas (similar to EuroCham and AmCham in Vietnam) to promote links between enterprises and support enterprises to improve their ability to prevent and respond to disputes arising in international investment and trade relations.

Third, the policy promotes training, improves the quality and appropriate quantity of staff working in foreign affairs and international integration.

The draft regulation stipulates that, based on the decision of the competent authority, on the proposal of the state management agency in the field and the consensus of the Ministry of National Defense, the Ministry of Public Security, and the Ministry of Foreign Affairs, the Prime Minister shall submit to the President for a term the appointment of the title of "Ambassador" and "Special Envoy of the President" in a number of fields and tasks of strategic importance in international integration work.

The Prime Minister appoints for a limited period the title of “Special Envoy of the Prime Minister” on a number of areas of strategic importance in international integration work and decides to appoint the person holding this title as head of delegation, advisor to the Government's negotiating delegation or to perform other foreign affairs tasks.

In cases where Vietnam has not yet established a representative office abroad and on the basis of an agreement with the host country, the Government shall pilot the appointment of the title of "Ambassador Extraordinary and Plenipotentiary at Large" to be in charge of and responsible for promoting relations between Vietnam and the relevant country.

A notable content, the draft stipulates that people who work directly and regularly in foreign affairs and international integration will receive monthly support equal to 100% of their current salary coefficient (excluding allowances). This support is paid at the same time as the salary and is not used as a basis for calculating social insurance contributions and is exempt from personal income tax.

The Government estimates the annual cost of implementing the resolution to be about VND990 billion, including monthly support for the regular foreign affairs force of about VND323 billion; and training and fostering costs for foreign affairs officers of about VND667 billion.
