Ms. Bich Thu (from Bac Giang ) is a freelance worker in Hanoi. Ms. Thu said: “I read a lot of information about social housing projects in Hanoi that are about to open for sale, so I went to fill out the paperwork. However, when confirming my income at the commune level, it was very difficult because they said there was no basis to prove that my income was less than 15 million VND/month because I did not have any documents to prove it. Besides, although I do not have to verify my temporary residence, if I do not have temporary residence in the area, it will also be difficult to verify my income.”
Ms. Thu, like hundreds of other freelance workers in Hanoi , is having difficulty verifying her income.
Representatives of the People's Committees of many wards and communes in Hanoi all said that there was no basis to verify the income of freelance workers. It was also incorrect to just sign without verifying the income of the people.
The leader of Khuong Dinh Ward People's Committee (Hanoi) said that currently, the ward has hundreds of citizen files coming to do notarization and certification procedures every day while only one ward leader signs. If income confirmation is required, the wards will be overloaded, only knowing how to sign but not knowing the income of the citizens.
Recently, the Ministry of Construction proposed that low-income people in urban areas without labor contracts should request confirmation from the police instead of the People's Committees at the commune and ward levels as currently in the draft amendments and supplements to Decree 100/2024 detailing a number of articles on social housing.

Accordingly, low-income people in urban areas without labor contracts must ensure income conditions according to regulations and be confirmed by the police agency at the commune level where they permanently/temporarily reside or where they currently reside.
Within 7 days from the date of receiving the application, the commune-level police will base on information on the national population database to confirm the income conditions for the people.
The Ministry of Construction will amend and supplement the forms of documents proving and confirming conditions to ensure consistency with the above regulations.
According to current regulations, the People's Committee of the commune where permanent or temporary residence is registered will confirm the income conditions of this subject.
Explaining the above proposal, the Ministry of Construction said that currently, the People's Committees at the commune level do not have information and population data to serve as a basis for income confirmation, causing difficulties in the implementation process. Previously, Prime Minister Pham Minh Chinh also assigned the Ministry of Public Security to innovate the population database, supplement information to assess people eligible to buy or rent social housing, in order to reduce administrative procedures, at the national online conference on social housing in March.
According to the report of the Ministry of Construction, up to now, the whole country has 692 social housing projects being implemented with a scale of 633,559 units. Of which, 146 projects have been completed (103,717 units); 144 projects have started construction and are being implemented (127,261 units); 402 projects have been approved for investment policy (402,581 units).
In the first 7 months of this year alone, nearly 37,000 units were completed, equal to 80% of last year's results and 7 times higher than in 2022.

The Prime Minister noted that social housing construction must have diverse segments and forms of purchase.
