Speaking at the meeting, Minister Nguyen Hong Dien said that, in order to carry out the tasks assigned by the Government , the Steering Committee will hold meetings every two weeks to review progress, difficulties and obstacles, and propose solutions to speed up key national energy projects. The Minister asked delegates to focus on the content with difficulties and obstacles; and report on the work of resolving the tasks raised from the previous meeting.
The report of Vietnam Electricity Group (EVN) shows that the projects are currently being actively implemented and have achieved certain results. Specifically, the selection of contractors for projects importing electricity from Laos (500 kV Monsoon - Thanh My line; 500 kV Thanh My MR TBA project; 220 kV Dak Ooc switching station project and 220 kV connecting line and 220 kV Nam Sum - Nong Cong line project) has been completed, providing 100% of materials and equipment to the construction contractor.
Nhon Trach synchronous power grid projects including Nhon Trach 4 500 kV line - Phu My branch - Nha Be have completed signing contracts for 05/05 packages, including construction, supply of steel poles, conductors and materials and equipment (VTTB) for the line and transformer station. Nhon Trach 3 220 kV line - Long Thanh 500 kV substation has completed signing contracts for 05/06 packages, with 01 package for supplying steel poles expected to open for bidding on November 15, 2024. Nhon Trach Industrial Park 220 kV transformer station and connection have completed signing contracts for 01/04 packages (packages are slow to be implemented because EVNNPT has not yet determined the time to hand over the site)...; The 220 kV Nhon Trach 3 Transmission Line Project - My Xuan - Cat Lai branch has 4 bidding packages, so far bidding documents have been issued, and it is expected that in November 2024, contracts for 4/4 bidding packages will be completed.
For the 220 kV Long Thanh 500 kV High-Tech Substation line, the investor has submitted a feasibility study report to the Ministry of Planning and Investment .

At the meeting, EVN and its units also reported on planning and land use plans; established and approved compensation and site clearance plans; and forest use conversion plans for the projects.
In particular, the project to import electricity from Laos has completed the planning and land use work; established and approved the compensation and site clearance plan (BTGPMB) and CMĐSDR and handed over the site to the construction contractor.
The Nhon Trach synchronous power grid projects have not yet carried out site clearance work because the Dong Nai Provincial People's Committee has not yet approved the planning and land use plans for the projects; at the same time, regulations on site clearance work according to the provisions of the 2024 Land Law have not been issued.
For the 500 kV Lao Cai - Vinh Yen transmission line project, the investment policy and CMĐSDR have been approved; the planning and land use plan have been updated. However, the work of preparing and approving the BTGPMB plan has not been carried out.
According to EVN representative, the projects are currently facing difficulties in site clearance due to many reasons, such as: some households are not eligible for compensation; some households do not receive compensation; obstacles to wire pulling; some locations are affected by forest trees falling on the foundation location... Some localities have not approved compensation plans and support for the natural forest land area of households. In particular, for Nhon Trach synchronous power grid projects, there are common problems in approving planning, land use plans and site clearance.
Based on the reports on difficulties of each specific project, Mr. Nguyen Anh Tuan - General Director of EVN proposed that the Steering Committee and localities pay attention and support investors to promptly resolve the above difficulties.
At the meeting, representatives of localities related to the projects briefly reported on the project progress and proposed solutions to resolve problems of relevant ministries/sectors.
