According to the Ministry of Agriculture and Environment , the development of a roadmap for applying National Technical Regulations on emissions for motorbikes and scooters in circulation aims to control and minimize air pollution caused by emissions, contributing to protecting public health and improving the quality of the living environment.
At the same time, this roadmap creates a legal basis to gradually eliminate vehicles that do not meet emission standards and regulations, promoting the transition to clean, environmentally friendly vehicles. The application of the roadmap also aims to implement Vietnam's international commitments on reducing greenhouse gas emissions, responding to climate change, and supporting the development of sustainable and modern urban transport in line with the national strategic orientation. This is also a necessary step towards building a sustainable transport system and developing green urban areas in the future.
Protecting people's health and the living environment is a top priority.
The Draft Decision is based on the viewpoint that protecting people's health and the living environment is the top priority. Controlling emissions from motorbikes and scooters must be placed within the overall goal of protecting the environment, improving urban air quality and enhancing public health.
Implement the roadmap carefully, feasibly, and with appropriate divergence: the roadmap needs to fully calculate the socio -economic impact, avoiding major disruptions to people's lives and production and business activities, especially for low-income groups who depend on motorbikes and scooters.
Priority should be given to areas at risk of serious air pollution. Pilot research should be conducted in large cities (such as Hanoi , Ho Chi Minh City, etc.) before expanding nationwide, combined with technical support solutions, communication, and preferential policies.
Closely combine emission control with promoting clean vehicles. Along with controlling and eliminating vehicles that do not meet emission standards, it is necessary to encourage people to switch to green vehicles such as electric motorbikes and vehicles using environmentally friendly technology.
Ensuring social consensus and supporting people during implementation: there needs to be appropriate support mechanisms such as technical support for inspection, support for media conversion, and communication to raise awareness to create high consensus from society, people and the community.
Roadmap for applying emission standards
The draft clearly states the roadmap for applying emission standards:
1. Time to start performing emission inspection of motorbikes and scooters in circulation:
- From January 1, 2027 for motorbikes and scooters circulating in the two centrally-run cities, including Hanoi and Ho Chi Minh City.
- From January 1, 2028 for motorbikes and scooters circulating in the remaining 4 centrally-run cities, including Hai Phong city, Da Nang city, Can Tho city and Hue city.
- From January 1, 2030 for motorbikes and scooters circulating in the remaining provinces and cities. Depending on the actual situation, these provinces and cities may stipulate an earlier application deadline.
2. Motorcycles manufactured before 2008, apply Level 1 - Maximum allowable limit of emissions specified in the National Environmental Technical Regulation on emissions of motorcycles and motorbikes circulating in Vietnam.
3. Motorcycles manufactured from 2008 to 2016, apply Level 2 - Maximum allowable limit of emissions specified in the National Environmental Technical Regulation on emissions of motorcycles and motorbikes circulating in Vietnam.
4. Motorcycles manufactured from 2017 to June 30, 2026, apply Level 3 - The maximum allowable limit of emissions specified in the National Environmental Technical Regulation on emissions of motorcycles and motorbikes circulating in Vietnam.
5. Motorcycles manufactured after July 1, 2026, apply Level 4 - The maximum allowable limit of emissions specified in the National Environmental Technical Regulation on emissions of motorcycles and motorbikes circulating in Vietnam.
6. Motorcycles manufactured before 2016, apply Level 1 - Maximum allowable limit of emissions specified in the National Environmental Technical Regulation on emissions of motorcycles and motorbikes circulating in Vietnam.
7. Motorcycles manufactured from 2017 to June 30, 2027, apply Level 2 - Maximum allowable limit of emissions specified in the National Environmental Technical Regulation on emissions of motorcycles and motorbikes circulating in Vietnam.
8. Motorcycles manufactured from July 1, 2027, apply Level 4 - Maximum allowable limit of emissions specified in the National Environmental Technical Regulation on emissions of motorcycles and motorbikes circulating in Vietnam.
9. Motorcycles and motorbikes circulating in Hanoi and Ho Chi Minh City must meet emission regulations of Level 2 or higher, starting from January 1, 2032.
10. Motorcycles and motorbikes circulating in the "low emission zone" of Hanoi city as prescribed by the Capital Law must meet the emission regulations according to the Resolution of the People's Council.
