During the review process, Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung said that the majority of opinions in the committee agreed with the amended regulation in the direction of assigning the Inspection Committee of the superior Party Committee to directly control the assets and income of Party members who are officials under the management of the Party Committee at the same level.
Some opinions in the committee also said that the draft law should not regulate the functions and tasks of Party agencies, but that determining which Party agency has the authority to control the assets and income of Party members is under the Party's sole authority.

The Chairman of the National Assembly's Committee on Law and Justice also said that the Committee agrees with the provisions of the draft law on the authority of the National Assembly Office in controlling the assets and income of civil servants working at the National Assembly Office and specialized units under the Nationalities Council and the National Assembly's committees.
Before the provisions of the draft law amending the direction of expanding the scope of subjects obliged to declare assets and income in state-owned enterprises from "state-owned enterprises holding 100% of charter capital" to "state-owned enterprises holding more than 50% of charter capital or total number of voting shares"; opinions in the Committee agreed on this expansion to improve the effectiveness of corruption prevention and control, avoiding missing a group of subjects assigned by the state to participate in and manage enterprises.
However, with the above content, the auditing agency requested the Government to provide specific guidance on declaring assets and income for those who are obliged to declare, who are foreigners. In addition, there are also opinions suggesting careful consideration, because expanding the scope of the above subjects may cause concerns for investors, making it difficult to control the assets of foreigners and the subjects of declaration in the non-state sector.
Regarding the content of income assets that must be declared and changes in assets that must be additionally declared, the Committee agrees to adjust the declaration level of income assets from 50 to 150 million VND for precious metals, gemstones, money, valuable papers and other assets; and increase the annual change level that must be declared from 300 million to 1 billion VND to be consistent with reality.
The audit agency proposed to focus on controlling the declaration of large, valuable assets and reducing unnecessary administrative procedures.
Previously, Government Inspector General Doan Hong Phong presented the Draft Law on amending and supplementing a number of articles of the Law on Anti-Corruption.

According to the report, after more than 6 years of implementing the Law on Anti-Corruption, a number of shortcomings and limitations have arisen, such as some policies on anti-corruption have not been institutionalized in a timely manner; mechanisms and policies are still inconsistent and have not thoroughly resolved practical problems; and regulations on asset and income declaration are incomplete.
From there, the draft law proposes amendments and supplements to perfect policies on corruption prevention measures, including: assessment of corruption prevention and control work; asset and income control agencies; asset and income declaration and verification of assets and income.
Regarding the improvement of policies on detecting corruption, which stipulate the authority of inspection agencies in inspecting cases with signs of corruption, according to the Government Inspector General, the draft law does not omit any provisions, nor does it add new provisions.
