Proposal for investment capital for Nha Trang - Da Lat expressway

(Chinhphu.vn) - The Government Office has just issued Document No. 4063/VPCP-CN dated May 10, 2025 conveying the direction of Deputy Prime Minister Tran Hong Ha on investing in the project to build the Nha Trang (Khanh Hoa) - Da Lat (Lam Dong) expressway under the PPP form (Project).

Specifically, the Deputy Prime Minister assigned the Ministry of Finance to preside over and coordinate with the Ministry of Construction , Khanh Hoa Provincial People's Committee and Lam Dong Provincial People's Committee to study and propose central budget capital sources in the medium-term public investment plan for the period 2026 - 2030 to implement the Project, and report to competent authorities according to regulations.

On that basis, the Ministry of Construction coordinated with the People's Committee of Khanh Hoa province to implement the Project in accordance with the direction of the Government Leaders in Notice No. 426/TB-VPCP dated September 19, 2024 of the Government Office .

* It is known that National Highway 27C is currently the only route connecting Nha Trang city with Da Lat city. On the route, there is Khanh Le pass about 30km long with rugged and winding terrain, not convenient for large-tonnage vehicles. National Highway 27C often has landslides during the rainy and stormy season and serious traffic accidents. With the scale of a level IV-III road, National Highway 27C has a maximum capacity of 10,000 PCU (converted to about 4,200 5-seat vehicles/day and night). While the demand for transportation is increasing, it is forecasted that by 2030 the traffic volume will be approximately 9,800 - 10,900 PCU, leading to the route being overloaded before 2030. With the increasing demand for transporting goods by large-tonnage vehicles from the Central Highlands to the South Central Coast seaports, the need to connect the two key tourist centers of the country, Da Lat city and Nha Trang city, by a high-quality and safe route is increasing, so investing in a highway connecting the two cities is necessary and urgent.

The People's Committees of Khanh Hoa and Lam Dong provinces have proposed to invest in the 80.8km Nha Trang-Da Lat section (the starting point is the intersection of the North-South Expressway in the East in Dien Khanh district, Khanh Hoa province; the end point is the intersection with National Highway 27C at the Darahoa intersection, Da Lat city, Lam Dong province). The scale is 4 complete lanes (roadbed width 22-24.75m), designed speed 80-100km/h.

The Nha Trang - Da Lat Expressway Project, after being invested and constructed, will shorten the travel time between Nha Trang and Da Lat to about 1 hour 30 minutes to 2 hours (compared to the current about 3 hours 30 minutes to 4 hours). This is a great driving force to attract tourists to join tours connecting the sea and flowers, promoting tourism development in the whole region. At the same time, the Nha Trang - Da Lat Expressway will form a horizontal axis connecting the Central Highlands with the South Central Coast, connecting with vertical axes, effectively promoting the projects that have been and are being invested, connecting economic centers, seaports, meeting the needs of transportation, logistics, etc.
