The Office of the People's Committee of Quang Ngai province has just issued a notice of the conclusion of Vice Chairman of the Provincial People's Committee Tran Phuoc Hien at the meeting to deploy the Quang Ngai - Kon Tum Expressway Construction Investment Project on April 17, 2025.
Accordingly, Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien concluded that the early implementation of procedures to invest in the construction of the Quang Ngai - Kon Tum expressway is very necessary and consistent with the direction of the Prime Minister in Notice No. 48/TB-VPCP dated February 18, 2025 of the Government Office on the conclusion of Prime Minister Pham Minh Chinh at the working session with the Standing Committee of Quang Ngai Provincial Party Committee.
“The project will create a driving force for the socio-economic development of Quang Ngai and Kon Tum provinces, gradually closing the East-West expressway network connecting with the North-South expressway, connecting the seaport system of the Central coastal region with the Vietnam-Laos-Cambodia junction and Thailand and Myanmar. Therefore, the People's Committees of Quang Ngai and Kon Tum provinces have sent an Official Dispatch to the Ministry of Transport (now the Ministry of Construction ) to propose an investment plan for the Quang Ngai - Kon Tum expressway project,” Mr. Hien concluded.
According to Mr. Hien, determining the necessity of the project, the Project Management Board 85 (Ministry of Construction) reporting the proposed contents to Quang Ngai province at the meeting is a very proactive move, aiming to discuss and agree on solutions to organize and implement the project in a timely and effective manner; in order to meet the set goals, in the coming time, relevant departments, branches, units and localities need to determine the optimal route to ensure socio-economic development, ensure safety, technical standards, and standards applied to the expressway project, ensure that the pre-feasibility study report is close to the project construction drawing design (avoiding the need for adjustment), ensuring economic efficiency, ensuring no conflicts or contradictions with approved projects; pay attention to and optimally identify the connection points of the Quang Ngai - Hoai Nhon expressway, the connection points of localities with the Quang Ngai - Kon Tum expressway (including rest stops); From there, there are reasonable and synchronous proposed solutions at this stage.
To resolve the proposed contents of Project Management Board 85, Quang Ngai province will establish a Working Group headed by the leader of the Department of Construction, assigning the Department of Construction to be the focal point, presiding over and coordinating with relevant departments, branches, sectors and localities to advise on the establishment of the Group (Heads of relevant departments, branches, sectors and localities, the Provincial Land Fund Development Center, and the Provincial Military Command will send officers to join the Group).
Mr. Hien noted that the Team is responsible for coordinating and proactively working with Project Management Board 85 to provide relevant documents, survey the route, and identify material mines. The report to the Provincial People's Committee must be completed before April 24, 2025.
Mr. Hien requested that Project Management Board 85 proactively handle and resolve problems during project implementation that affect other projects under the authority of the Ministries and branches as the managing agencies (Irrigation Investment and Construction Management Board 7 proactively work with Project Management Board 85 to reach an agreement); focus on completing route plans, promptly coordinate with Quang Ngai province to propose to Kon Tum province to agree on the plan, promptly report to competent authorities for comments (strive to complete and report in May 2025); proactively propose mechanisms to implement the project (province, Government, National Assembly); agree with the two provinces (Quang Ngai and Kon Tum) in proposing to promptly complete the upgrading of National Highway 24 to ensure travel and traffic of the two provinces in the coming time.
