The Ministry of Justice is reviewing the draft Law amending and supplementing several articles of the Law on Emulation and Commendation. The draft was prepared by the Ministry of Interior. Regarding the amendments and supplements on commendation, the draft law proposes adjusting the criteria for accumulating merits.

For individuals receiving commendations from ministries and provinces, the draft law amends the criteria for commendations from ministries, departments, and provinces to only require having achieved the title of "Outstanding Emulation Soldier at the grassroots level" twice.

Specifically, the criteria are as follows: "Having been awarded the title of 'Outstanding Emulation Soldier at the grassroots level' twice in a row, or having been recognized for outstanding performance of duties for two consecutive years or more."

During that period, at least two initiatives were recognized and effectively implemented within the institution, or at least two scientific research projects, proposals, or scientific and technological works were successfully completed and effectively applied within the institution.
