On the morning of June 29, under the chairmanship of Prime Minister Pham Minh Chinh , the Government held a thematic meeting on law-making in June 2023. Attending the meeting were Deputy Prime Ministers: Le Minh Khai, Tran Hong Ha, Tran Luu Quang; ministers, heads of ministerial-level agencies, and agencies under the Government.
The Government reviewed and gave opinions on 4 contents: Proposal to develop the Law on Teachers (Ministry of Education and Training presided over); draft Law on Archives (amended) (Ministry of Home Affairs presided over); proposal to develop the Law amending and supplementing a number of articles of the Law on Chemicals ( Ministry of Industry and Trade presided over); on amending and supplementing laws with provisions related to investment and budget to remove difficulties and obstacles of public investment projects (Ministry of Planning and Investment presided over).
At the meeting, the Government listened to the presiding agency's summary report on the basic content of the proposals for law making and draft laws; opinions of the appraisal and verification agencies; the process of receiving opinions to complete the draft laws; and discussed the order, procedures, necessity of promulgating laws, principles, and requirements for law making, especially discussing in detail the contents of the laws.
Regarding the proposal to build the Law on Teachers, the Government focused on discussing 5 policy groups: Concept of teachers, position, role, rights and obligations of teachers; standards and titles of teachers; recruitment, use and working regime of teachers; training, fostering, rewarding and honoring teachers; State management of teachers.

With the draft Law on Archives (amended), the Government focuses on discussing: Digitizing archival documents and managing digital archival documents; managing archival documents of special value; private archives; granting archival practice certificates; managing archival service activities.
Regarding the proposal to develop a Law amending and supplementing a number of articles of the Law on Chemicals, the Government focused on discussing related contents: Sustainable development of the chemical industry into a modern, fundamental industry; synchronous management of chemicals throughout the entire life cycle; management of hazardous chemicals in products; improving the effectiveness of ensuring chemical safety.
Regarding the amendment and supplementation of laws with regulations related to investment and budget to remove difficulties and obstacles of public investment projects, the Government discussed regulations related to investment and budget to remove difficulties and obstacles of public investment projects; facilitate the organization and implementation of public investment projects, especially investment projects on infrastructure, transportation, etc.
Removing regulatory obstacles to unlock development resources
Leading the discussion, giving opinions on each content of the draft laws, concluding and assigning the task of continuing to complete the draft laws and the dossiers proposing the law-making, Prime Minister Pham Minh Chinh emphasized the requirement of fully and synchronously institutionalizing the Party's policies and viewpoints; implementing in accordance with the contents that the Government and the Government Standing Committee have commented on and directed.
Continue to summarize relevant legal regulations, inherit those that have been proven in practice and applied effectively; supplement regulations to handle shortcomings and problems arising in practice. Review and ensure consistency and consistency with relevant legal regulations. Actively refer to international experience, refer selectively, and in accordance with the characteristics and conditions of Vietnam.

The Prime Minister emphasized the need to build and perfect institutions in the direction of promoting decentralization and delegation of power, clearly stating the responsibilities of agencies from the central to grassroots levels; agencies at the central level focus on the tasks of building institutions, strategies, planning, monitoring, inspection, emulation, rewards, and handling violations, etc.
The Prime Minister also emphasized the need to develop open regulations that are appropriate to the conditions and historical and cultural traditions of the country. The Prime Minister noted that there are regulations that are appropriate to the conditions of developed countries but are not feasible in the conditions of Vietnam, a developing country with a transitional economy.

With the proposal to build the Law on Teachers , the Prime Minister noted the need for a centralized, comprehensive mechanism for the teaching staff, policies that ensure both specificity and suitability and harmony with the overall picture; ensure both modernity and integration and suitability with the country's culture and history, and the nation's tradition of "respecting teachers and valuing education".
Regarding the draft Law on Archives (amended) , the Prime Minister noted the requirement to apply science and technology, reform administrative procedures in archive management; enhance the application of information technology, digitize documents and archives in line with the policy of developing digital government, digital economy, digital society and digital citizens.
Regarding the proposal to develop a Law amending and supplementing a number of articles of the Law on Chemicals, the Prime Minister suggested that it is necessary to continue summarizing the current Law on Chemicals and related regulations, ensuring consistency and unity, and promoting decentralization, delegation of authority, application of science and technology, and reform of administrative procedures in chemical management.
Regarding the proposal to amend and supplement laws with regulations related to investment and budget to remove difficulties and obstacles of public investment projects, the Prime Minister said that the proposal to develop laws or resolutions of the National Assembly to amend and supplement many laws related to investment and budget is a practical requirement, proposed and recommended by many ministries, branches and localities.

The Prime Minister assigned the Ministry of Planning and Investment to preside over and develop appropriate plans based on reviewing the policies being implemented and piloted effectively for application. Many opinions have suggested that difficulties and obstacles in practice need to be resolved, especially those related to the construction of road projects; separating site clearance from investment and construction projects; obstacles due to regulations on investment in construction, renovation and upgrading of expressways and national highways must use the central budget, not the local budget...
The drafting of laws or resolutions must carefully study and evaluate the impacts, clearly state the legal, practical, and scientific bases to remove difficulties and obstacles, and facilitate the organization and implementation of public investment projects.
Prime Minister Pham Minh Chinh requested the presiding agencies to synthesize and absorb the opinions of Government members; continue to organize seminars, consult experts, scientists, managers and affected subjects; continue to complete projects, propose law making, submit to the National Assembly for consideration and decision according to regulations, ensure progress and improve quality.
