Accordingly, the Ministry of Health directs local health agencies to coordinate with military agencies at the same level and relevant agencies and units to organize health screening and medical examination for military service; coordinate with the Ministry of National Defense to prescribe health standards for military service.
The Ministry of Education and Training shall preside over and coordinate with the Ministry of National Defense to direct and guide educational institutions, units, and affiliated vocational training institutions to implement the law on military service and conduct training of technical and professional staff for the army according to the Prime Minister's decision.
The Ministry of Home Affairs organizes the implementation of military rear policies for families of non-commissioned officers and soldiers; vocational training and employment policies for demobilized non-commissioned officers and soldiers.
The Ministry of Culture, Sports and Tourism directs mass media agencies to organize propaganda, dissemination and education of laws on military service according to the provisions of law.
The draft also stipulates that the Chairman of the People's Committee at the commune level decides to establish a health screening team upon request of the medical facility at the same level; the Chairman of the People's Committee at the provincial level decides to establish a regional health examination council upon request of the health department.
The Health Examination Council organizes health examinations for citizens who are subject to military service and are called to perform military service. The examination content is guaranteed to be accurate and is responsible for the results of the military service health examination.
Health check-up time is from November 1 to December 31 every year. The time for health check-up to call citizens to join the army and perform the duty to join the People's Public Security for the second time is prescribed in Article 33 of this Law. The People's Committees at the commune level, agencies and organizations are responsible for publicly posting the results of the preliminary health screening; classifying health within 20 days.
The Chairman of the provincial People's Committee decides to postpone or exempt citizens from military service. The commander of the provincial military command decides to recognize the completion of military service for citizens as prescribed. The time of discharge must be notified 30 days in advance to non-commissioned officers, soldiers and the defense command of the area where the troops are assigned or to the agency, place of work or study before enlistment.
