Increase support, add career transition training
Discussing the draft Law on Organization of Local Government Amendments at the National Assembly on the morning of May 14, delegate Nguyen Thi Quyen Thanh (Vinh Long) said that based on the experience of many countries such as France, Japan, and Sweden when arranging and reducing administrative units, promoting the application of information technology in direction and administration helps increase management efficiency, reduce administrative costs while still being close to the people.

From the practice of merging some communes and wards in the past, delegates realized that the application of technology has the ability to ensure effective management for larger-scale administrative units.
The delegate also said that recently, the policy and regime to support redundant non-professional workers at the commune level due to mergers has been an issue of concern to many people.

Currently, part-time workers at the commune, village, and residential group levels who are redundant due to the rearrangement of administrative units at the commune level and who retire within 12 months from the date of the rearrangement decision by the competent authority are entitled to policies according to the provisions of Decree No. 29/2023/ND-CP of the Government regulating the policy of streamlining payroll.
"However, because the monthly allowance applied to non-professional workers at the commune, village and residential group levels is currently not high, the subsidy level for these subjects who are redundant due to the rearrangement of administrative units at the commune level is also... low," the delegate said.
Therefore, to facilitate policy settlement for part-time workers at the commune, village, and residential group levels, according to Conclusion 137 of 2025 of the Politburo and the Secretariat, delegates proposed that the Ministry of Home Affairs advise the Government to consider supporting part-time workers at the commune, village, and residential group levels to enjoy a regime equal to twice the prescribed subsidy level.
Along with that, it is necessary to provide additional support for each year of work equal to 3 months multiplied by 2 times the current allowance, with a maximum period of no more than 60 months. At the same time, it is necessary to supplement the training and career conversion regime for non-professional workers who quit their jobs.
According to her, after the arrangement, it is expected that more than 120,000 part-time workers at the commune level will have to stop working, so she hopes the Ministry of Home Affairs will advise the Government to soon have a policy for this group.
Proposal to hold the position of Chairman of the Elderly Association
Also discussing this content, delegate Truong Xuan Cu (Hanoi) was concerned about the removal of non-professional positions at the commune level according to the general policy, including the position of Chairman of the Association of the Elderly.
In the context of no longer having this position, he wondered about the person advising the Commune People's Committee on activities related to the elderly. Citing national population data and Project 06, the Hanoi delegate said that the whole country has nearly 17 million elderly people, of which Hanoi has about 1.2 million.

Each commune and ward has an average of 5,000 to 9,000 elderly people. Notably, there are about 1 million elderly people participating in Party committees, authorities, fronts and grassroots organizations.
In addition, about 7 million elderly people are directly working and producing, and 400,000 elderly people are heads of households, farm owners or businesses, making significant contributions to the country's economy.
Therefore, delegates recommended maintaining the position of Chairman of the Commune-level Elderly Association to act as the focal point for advising, organizing and implementing activities for this force.
He suggested that it could be arranged in a concurrent manner, but there needs to be a clear direction and it needs to be stipulated in legal documents soon.
