Regarding the car quota for general work of provincial offices (Office of the City Party Committee, Provincial Party Committee; Office of the National Assembly Delegation and Provincial People's Council; Office of the Provincial People's Committee), the draft proposes that Hanoi and Ho Chi Minh City have a maximum of 10 cars/office.
For provinces and centrally run cities with an area of less than 5,000km2, there are 5 vehicles/office; for provinces and centrally run cities with an area of 5,000km2 to less than 8,000km2, a maximum of 1 vehicle/office is added, and for provinces and centrally run cities with an area of 8,000km2 to less than 11,000km2, a maximum of 2 vehicles/office is added.
For cars serving general work at the commune level, the Ministry of Finance proposes a maximum of 2 cars/commune.
The draft stipulates that cars for public use have a maximum price of VND950 million/car. In case it is necessary to buy a car with 12-16 seats, the maximum price is VND1.3 billion/car, and if it is necessary to buy a 7-8 seat 2WD car, the maximum price is VND1.6 billion/car.
Each ministry, central agency, province, and centrally-run city is equipped with one car at a maximum price of VND 4.5 billion/car and two cars at a maximum price of VND 2.8 billion/car.
The Ministry of Finance said that the above draft inherits Decree 72/2023 of the Government and adds commune-level norms, removing district-level norms.
After the administrative unit arrangement, according to the Ministry of Finance, the total number of vehicles did not increase compared to the agencies with pre-arrangement norms. Therefore, the agencies and units basically used the existing number of vehicles.
The Ministry of Finance stated that there are currently 63 provinces and cities; each locality has about 17-18 departments and equivalent agencies, but in the near future there will be only 34 provinces and cities. Each locality has a fixed 11 departments and equivalent agencies, some other localities have 3-4 additional specialized departments.
Implementing the policy of reorganizing the apparatus and administrative units at all levels in conjunction with streamlining the payroll, it is expected to reduce 30-50% of internal contacts and at least 20% of civil servants and public employees receiving salaries from the state budget. Therefore, the car usage quota according to payroll criteria will continue to decrease.
In the draft, the Ministry of Finance requires ministries, central agencies, provincial People's Committees, City Party Committees, and Provincial Party Committees to review and rearrange the existing number of vehicles of all agencies and units under their management based on the standards and norms for car use in this decree.
From there, agencies must fully and accurately update car data after review and processing into the National Database on Public Assets according to regulations.
Ministers and Chairmen of Hanoi and Ho Chi Minh City use cars worth up to 1.55 billion VND
The draft also clearly states that the positions that are allowed to regularly use a car, even after retirement (except in cases where there are other regulations or decisions by competent authorities), without specifying the price, include: General Secretary, President, Prime Minister, and Chairman of the National Assembly.
Positions that are allowed to regularly use a car during their working time, without specifying a price, include: Standing member of the Secretariat; Politburo member; Secretariat member; Chairman of the Central Committee of the Vietnam Fatherland Front; Chief Justice of the Supreme People's Court; Chief Prosecutor of the Supreme People's Procuracy; Vice President; Deputy Prime Minister; Vice Chairman of the National Assembly.
Titles that are regularly used for a car during their working time with a maximum price of 1.6 billion VND/car include: Official member of the Party Central Committee; Head of the Party Central Committee's agencies; Director of the Ho Chi Minh National Academy of Politics; Editor-in-Chief of Nhan Dan Newspaper; Editor-in-Chief of Communist Magazine; Member of the National Assembly Standing Committee; equivalent titles and positions.
The positions that are regularly used a car during their working time with a maximum purchase price of 1.55 billion VND/car include: Ministers and heads of ministerial-level agencies; Head of the Office of the President; State Auditor General; Head of the Central socio-political organization; Vice Chairman - General Secretary of the Central Committee of the Vietnam Fatherland Front; Secretary of the Provincial Party Committee, City Party Committee; Deputy Secretary of the Hanoi and Ho Chi Minh City Party Committee; Chairman of the People's Council, Chairman of the People's Committee of Hanoi and Ho Chi Minh City; Deputy Head of the Central Inspection Commission; equivalent positions and titles.
Positions that are allowed to regularly use a car during work with a maximum price of 1.5 billion VND/car include: Heads of Government agencies and equivalent positions and titles.
In addition, the draft decree also states the positions that are allowed to use cars to pick up and drop off from their residence to their office and vice versa, and for business trips, with specified prices.
