Ho Chi Minh City National University has just organized a discussion to contribute ideas to the draft pilot regulations in training work to perfect the system of documents and create consensus before official promulgation, aiming at innovation and breakthrough in training work at Ho Chi Minh City National University.

Associate Professor Dr. Tran Cao Vinh, Vice President of VNU-HCM, emphasized the need for innovation to implement an interdisciplinary and inter-school training model - demonstrating the systematic, distinctive and innovative nature of VNU-HCM. In the context of rapidly changing university education , VNU-HCM needs to be creative, expand training methods and build a legal framework to pilot and replicate new models.
At the seminar, the HCM City National University Training Board presented three draft pilot regulations including: developing and implementing a block of credits that can be recognized and transferred; recognizing credits from high school level in the form of MOOC (mass open online learning platform) and interdisciplinary training.
The regulations on credit blocks allow for the recognition of learning outcomes between programs within the HCM City National University system. Students can transfer credits from accumulated credits or micro-credits to other programs in full, partial or conditional form, depending on the level of equivalence in content and output standards.
Regulations on recognizing credits from high school through MOOCs create opportunities for students to study early. Students can study some university courses in advance on the online platform of VNU-HCM or taught by training institutions. Learning results will be considered for credit recognition if they meet the assessment requirements and are admitted to a member school.
With interdisciplinary training, member units can coordinate to build integrated programs, organize teaching and jointly award degrees.
HCM City National University said the drafts were built on the basis of current legal documents and practices at HCM City National University, aiming to modernize and create breakthroughs in training.

Giving comments to perfect the pilot regulations, Associate Professor Dr. Tran Thien Phuc, Vice Principal of the University of Technology, said that it is necessary to pay attention to the prerequisites between subjects when developing regulations on credit blocks and micro-credits.
He recommended a flexible mechanism for credit recognition, especially for basic, practical, and experimental courses; and proposed a pilot project to link 2-3 schools together to build a common program to take advantage of teaching resources, facilities, and promote the strength of the system.
Associate Professor, Dr. Nguyen Luu Thuy Ngan, Vice Principal of the University of Information Technology, said that MOOC is a meaningful direction but needs to be associated with micro-courses to create a legal basis. When MOOC is recognized, students can choose their own subjects, thereby reflecting the student's choice trends, helping schools design appropriate programs and expand the inter-school model.
Other suggestions also proposed a mechanism to synchronously recognize micro-credits; clearly stipulate the validity of exam result certificates and credit recognition for high school students; determine the responsibilities between the host and coordinating institutions; simplify the procedure for converting subjects and reviewing them through the professional council.
