Request Quynh Luu district to provide documents
On May 28, the leader of the People's Committee of Hoang Mai town said that after Nghe An Newspaper published an article reflecting on the case of Ms. Le Thi Nhung in Hamlet 8, Quynh Loc Commune, whose land had been confiscated for 16 years without compensation, the People's Committee of the town continued to send an official dispatch to the People's Committee of Quynh Luu District requesting coordination to handle the citizen's petition. Accordingly, the People's Committee of the town requested Quynh Luu District to provide documents related to the issuance of the decision to confiscate land and compensate, and land acquisition for Ms. Le Thi Nhung.
This is the second time that the People's Committee of Hoang Mai town has sent an official dispatch to the People's Committee of Quynh Luu district on this issue. Previously, on September 12, 2024, the People's Committee of Hoang Mai town had sent a similar official dispatch, but so far has not received any response. Meanwhile, a leader of the People's Committee of Quynh Luu district said that the locality has also reviewed the records related to this household, but has not yet found them. "In 2024, after receiving the document from the People's Committee of Hoang Mai town, the district leader directed the Department of Natural Resources and Environment to find the records for handover. Hoang Mai town also sent people to coordinate and search for the records but have not found them. The records may have been lost somewhere," this person said.
After Nghe An Newspaper reported, Hoang Mai Town People's Committee also issued a written response to this issue. The Town People's Committee said that the locality had received a petition from Ms. Le Thi Nhung, reflecting that her family's land was affected by the Hoang Mai Industrial Park Infrastructure Investment and Business Project. The Town People's Committee then directed the Department of Agriculture and Environment, the Town Compensation, Support and Resettlement Council, and Quynh Loc Commune People's Committee to coordinate with Hoang Thinh Dat Joint Stock Company (investor of Hoang Mai Industrial Park 1) to inspect and collect compensation and site clearance records of the project and had also worked with Ms. Nhung's household many times.
The Hoang Mai Industrial Park Infrastructure Investment and Business Project has been implemented since 2009, with Nghe An Petroleum Construction Joint Stock Company as the investor. Compensation and site clearance work is carried out by the Compensation, Support and Resettlement Council of Quynh Luu district. In 2013, Hoang Mai town was newly established. By 2021, Hoang Thinh Dat Joint Stock Company was approved by the Prime Minister for investment policy. Hoang Mai town People's Committee coordinated with Hoang Thinh Dat Joint Stock Company and Quynh Loc commune People's Committee to continue to carry out site clearance for the remaining area of Hoang Mai 1 Industrial Park Project.
Through the exploitation of the records provided by Hoang Thinh Dat Joint Stock Company, land plot No. 2474, map sheet No. 234/BĐ.ĐC, area of 469.9m² has shown land recovery in Decision No. 9059/QD-UBND dated December 31, 2009 of Quynh Luu District People's Committee on land recovery in Quynh Loc commune to implement the Project of Investment, Construction and Business of Hoang Mai Industrial Park Infrastructure (Phase 11) and handover to the investor for construction, this area has been granted a Certificate of Land Use Rights to Hoang Thinh Dat Joint Stock Company".

Need to ensure people's rights
After Ms. Nhung returned to her hometown and complained, according to the report of the People's Committee of Quynh Loc commune in the Official Dispatch dated May 11, 2022, the People's Committee of the commune reviewed the land allocation records of 64 households, including Ms. Le Thi Nhung's household in village 8, Quynh Loc commune. Specifically, Ms. Nhung's family has 2 plots of land affected by the Hoang Mai Industrial Park Infrastructure Investment and Business Project, including plots 2545 and 2474, map sheet 234.
Quynh Loc Commune People's Committee confirmed: "Land plot No. 2474, map sheet No. 234, area 469.9m², i.e. land plot No. 784, map sheet No. 134-77 (BD 1996), area 435m² is land 64 allocated to Ms. Le Thi Nhung's household. But the Land Recovery Decision No. 9059/QD-UBND dated December 31, 2009 of Quynh Luu District People's Committee (phase 11) is under the name of Mr. Le Dang Hung in village 8, Quynh Loc commune".
Regarding the remaining land plot, Mr. Pham Van Hao - Vice Chairman of Hoang Mai Town People's Committee said that on August 24, 2009, Quynh Luu District People's Committee issued a Decision to reclaim land to implement the Hoang Mai Industrial Park Infrastructure Investment and Business Project (phase 5), in which, reclaimed land plot No. 2545, with a total area of 671m², the land user at that time was identified as Quynh Loc Commune People's Committee. However, after Ms. Nhung returned from the South to file a complaint, based on the review of the land origin of Quynh Loc Commune People's Committee, on June 10, 2022, the Town Compensation, Support and Resettlement Council prepared a file to adjust the compensation and support plan and paid compensation for site clearance to Ms. Nhung's family in accordance with regulations.
Also according to Mr. Hao, regarding land plot No. 2474, map sheet No. 234, through reviewing the records, it was shown that: On December 31, 2009, the People's Committee of Quynh Luu district issued a decision to reclaim land to implement the project, including the following content: Reclaiming the entire area of 469.9m² at land plot No. 2474, map sheet No. 234 under the name of Mr. Le Dang Hung in village 8, Quynh Loc commune. On August 9, 2010, the People's Committee of Quynh Luu district issued Decision No. 2160/QD-UBND on approving the detailed plan for compensation, support and resettlement of the Hoang Mai Industrial Park Infrastructure Investment, Construction and Business Project (Phase 56). Including the content: Approval of the compensation plan and support for assets such as trees and crops for Mr. Le Dang Hung in village 8, Quynh Loc commune at land plot number 2474, with a total amount of nearly 12 million VND (the decision does not show the land price).
“To confirm whether land plot No. 2474, map sheet No. 234, area 469.9m² has been compensated and supported or not, on September 12, 2024, Hoang Mai Town People's Committee sent an official dispatch to Quynh Luu District People's Committee requesting coordination in providing compensation and site clearance records for Hoang Mai 1 Industrial Park, including the land plot that Ms. Nhung requested, but up to now, Hoang Mai Town People's Committee has not received any feedback. After receiving the opinion of Quynh Luu District People's Committee confirming that land plot No. 2474, map sheet No. 234, area 469.9m² has been compensated and supported, Hoang Mai Town People's Committee will handle and resolve the petition of Ms. Le Thi Nhung's family according to regulations",

Previously, Nghe An Newspaper reported that in 1997, due to difficult circumstances, Ms. Nhung and her children left their hometown and went to the South to work as hired laborers. At that time, Ms. Nhung had 2 plots of land 64, which were cultivated by her neighbors. However, in 2009, both plots of land were subject to compensation and site clearance to implement an industrial park project, of which 1 plot of land was converted into land of the People's Committee of Quynh Loc commune, the remaining plot was only compensated for the property on the land for the neighbor whom Ms. Nhung asked to cultivate, Mr. Le Dang Hung. In 2021, when she returned to her hometown and discovered that the land was no longer available, Ms. Nhung filed a complaint. Up to now, the plot converted into land of the People's Committee of Quynh Loc commune has been adjusted to transfer compensation money to Ms. Nhung. However, the remaining plot has not been resolved yet.
