With a disbursement of 100 million VND from the policy credit program for people who have completed their prison sentences, Mr. Phan Van Hung (village 3, Tan Tien commune) invested in raising pigs, growing areca nuts, sapodilla... for a stable income.
Recognizing the importance of this policy, Thanh Hoa Provincial Social Policy Bank Branch proactively reported and advised the Provincial People's Committee on the implementation plan and issued many documents directing departments, branches, socio -political organizations at the provincial level and People's Committees at all levels to organize the implementation of the Decision, achieving many remarkable results.
Help people who have made mistakes to rebuild their lives
After more than 2 years of serving a prison sentence for gambling, Mr. Phan Van Hung, village 3, Tan Tien commune, Thanh Hoa province returned to his hometown with the care and sharing of his family and society. However, his biggest difficulty was not having capital to invest in business to develop the economy . At that time, he was visited by officers of the Nga Son Social Policy Bank Transaction Office to ask for encouragement and advice on the credit program for people who had completed their prison sentences. After meeting the conditions, he was supported by bank officers to complete his documents and was disbursed 100 million VND to invest in economic development.
With the advantage of his family having a large area of agricultural land, Mr. Hung invested in building a pig farm; renovating the mixed garden to grow areca, sapodilla, and guava. After more than 2 years, his family now has 2 breeding pigs, 40 piglets, 40 sapodilla trees that have been harvested every year, and 300 areca trees; of which, 100 trees have been harvested stably. With the model of combining livestock farming with crop growing, after deducting all expenses, his family earns nearly 200 million VND each year.
"Having a job and a stable income also helps me live more responsibly and stay away from temptations and traps in society..." - Mr. Hung shared.
After more than 2 years of implementation, the outstanding balance from the credit program for people who have completed their prison sentences of the Nga Son Social Policy Bank Transaction Office reached 4.46 billion VND, with 49 customers eligible for loans; of which, since the beginning of the year, the unit has disbursed 2 billion VND to 20 eligible customers.
According to Mr. Cu Minh Thanh, Director of the Transaction Office of Nga Son Social Policy Bank, in order for the loan program to be effective, the unit regularly coordinates with the local police and socio-political organizations to review beneficiaries, loan needs and organize loan evaluation and disbursement to ensure prompt and timely disbursement. The unit continues to coordinate with relevant units to do a good job of inspection and supervision, guiding borrowers to use capital effectively and for the right purpose.
With financial support from his family, Mr. Le Nhu Dung grows Dien grapefruit to earn more income.
In May 2024, Mr. Le Nhu Dung, Yen Ninh commune, was fortunate to have access to a capital source of 100 million VND from the policy credit program for people who have completed their prison sentences. This capital, along with support from Mr. Dung's family, invested in buying 3 breeding cows, 1 pair of sows and renovating and developing an orchard on the existing farm. Using the capital effectively, Mr. Dung now has a stable source of income, helping him stay away from temptations in life to focus on business and economic development.
According to Mr. Phung Ba Hong, Director of the Transaction Office of Yen Dinh Social Policy Bank, since the Prime Minister's Decision on credit loans for people who have completed their prison sentences, the unit has actively coordinated with local authorities and police forces to organize and implement. Up to now, the unit has disbursed loans to 43 customers with outstanding loans of 4.3 billion VND. Through inspection and supervision, all customers have used the loans effectively and for the right purposes. Thanks to that, they have overcome their inferiority complex and live responsibly to rebuild their lives. Currently, the unit is continuing to review the newly pardoned subjects on September 2 to develop a loan plan in the coming time...
For the crime of disturbing public order, Mr. Nguyen Van Sy, Bim Son ward, had to serve a 26-month prison sentence. His family was in a difficult situation, his elderly mother was paralyzed and bedridden... causing him to struggle with the problem of starting a business to reintegrate into the community. At the most difficult time, Mr. Sy was supported by bank staff to complete his documents and was disbursed 100 million VND from the policy credit program for people who had just finished serving a prison sentence.
"With capital in hand, I decided to invest in opening a breakfast shop combined with a coffee shop on a small street corner in Bim Son ward. Thanks to diligently learning how to prepare and mix drinks, the number of customers coming to the shop is increasing day by day and providing a stable income. In the future, I will invest more knowledge and facilities to further improve the quality of service," Mr. Sy shared.
Mr. Nguyen Van Nam, Director of the Transaction Office of Bim Son Social Policy Bank, said that up to now, the outstanding debt at the unit is 1,050 million VND for 9 borrowers. To implement this lending program, the unit has regularly coordinated with local authorities, especially the local police force to organize and implement. In general, the current borrowers have good economic development, use capital effectively, for the right purpose, and repay debts on time. In the coming time, the bank will coordinate with the government and socio-political organizations to strengthen propaganda about this humane and meaningful policy...
Captain Le Minh Nguyen, police officer of Bim Son ward, said that this is a very practical policy, demonstrating the profound humanity of the Party and State in order to create conditions for people who have completed their prison sentences to access loans for production, business, vocational training, to overcome inferiority complex, have jobs, and stable income. Thereby, helping them quickly reintegrate into the community, limit recidivism and stay away from social evils, contributing to ensuring security and order in the area. Every 5th of the month, the police will send a list of subjects who have just completed their sentences and are eligible for loans to the bank. On that basis, the unit coordinates with the bank to visit, encourage, and support the completion of documents so that the subjects can access capital quickly and promptly.
Guide borrowers to use capital effectively and for the right purpose

After more than 2 years of implementing the credit policy for people who have completed their prison sentences, at the Thanh Hoa Social Policy Bank Branch, the total outstanding debt to date is 703 people who have completed their prison sentences and are borrowing capital, with a loan amount of nearly 62.2 billion VND. The effectiveness of the policy credit capital has helped the subjects have the conditions to learn a trade, create jobs, develop production and business, and create income for themselves and their families.
The Provincial Social Policy Bank has coordinated with the Provincial Police to organize many forums on legal advice, job introduction, and loan support for people who have completed their prison sentences in the communes and wards. The dissemination of the contents of Decision No. 22/2023/QD-TTg on the media has been highly effective, all classes of people and agencies, organizations, businesses... are aware of the Party and State's policy on credit for people who have completed their prison sentences.
The unit has organized more than 650 professional training conferences for Poverty Reduction Board officials, officials of socio-political organizations, Village Chiefs, and Savings and Loan Group Leaders in the area to guide the loan procedures and documents and promptly answer any difficulties and problems during the implementation process.
The unit regularly coordinates with the police and socio-political organizations to review loan applicants and needs at villages, hamlets, and hamlets; provides guidance on loan applications and loan reviews; and after lending, conducts inspections and supervision to guide borrowers in using capital for the right purposes, maximizing the effectiveness of capital sources.
According to Mr. Nguyen Ngoc Thanh, Deputy Director of Thanh Hoa Social Policy Bank Branch, although the Party and State have issued many humane and humanitarian policies to help people who have completed their prison sentences stabilize their lives, however, the community integration of a part of them still faces many difficulties because they cannot find jobs, do not have capital for production and business... this is also one of the main reasons leading to recidivism. In order to continue to effectively implement the credit policy for people who have completed their prison sentences, it is recommended that the Provincial People's Council and People's Committee continue to pay attention to supplementing capital from the provincial budget for loans in 2026 and the following years to help many people who have completed their prison sentences have capital to start a business, rebuild their lives, contributing to ensuring security and order, and socio-economic development in the province.
