Dien Bien promotes investment in infrastructure, ensuring traffic connectivity

On April 15, Minister Nguyen Chi Dung and a working delegation from the Ministry of Planning and Investment worked with Dien Bien province on socio-economic development and national defense and security.

Reporting at the meeting, Chairman of Dien Bien Provincial People's Committee Le Thanh Do said that in the first quarter of 2024, the socio -economic development targets and tasks in the province achieved many positive results. Some outstanding targets, such as: GDP increased by 6.07% over the same period last year; total retail sales of goods and service revenue in the market is estimated at VND 5,813.21 billion, up 15.63%; total revenue from tourism activities is estimated at VND 777 billion, up 1.48 times compared to the plan; the poverty rate according to the multidimensional poverty standard in the whole province is 25.68%, down 4.67% over the same period last year...

The Provincial People's Committee recommends that the Ministry of Planning and Investment promptly submit to the Prime Minister for approval of the investment policy for the 110 kV Nam Po - Lai Chau Hydropower line or authorize the locality to approve the investment policy, to ensure energy security, exploit the hydropower potential of the two districts of Nam Po and Muong Nhe according to the approved Power Plan VIII (because currently there is only a 35 kV line).

For the project of integrated water resource management to serve people's livelihood, adapt to climate change and develop socio-economy, Tuan Giao district plans to borrow AFD, requesting the Minister to pay attention, soon submit the project proposal to the Prime Minister for approval in time for announcement on the occasion of the 70th anniversary of Dien Bien Phu Victory. The province also hopes that the Ministry of Planning and Investment will pay attention, coordinate with KOICA representative to guide the province in implementing procedures for the rural electricity project proposed to use KOICA - Korea capital...

Speaking at the meeting, Minister Nguyen Chi Dung suggested that Dien Bien province focus on accelerating the progress of capital allocation and disbursement of national target programs. Pay special attention to administrative reform and improving the investment environment. The province must pay more attention to infrastructure, especially the main roads. The province can consider the routes from Son La to Dien Bien and from Dien Bien to Lai Chau, which can increase regional connectivity and further promote Dien Bien airport. Currently, the Ministry of Planning and Investment is also supporting the plan to build a road connecting Hoa Binh to Thanh Hoa, so that the Northwestern provinces (including Dien Bien) can easily access seaports.

Provincial Party Secretary Tran Quoc Cuong said that in the coming time, the province will continue to study options and maximize the effectiveness of projects and works that have received investment support from the Government and ministries in the province; and study and effectively implement the disbursement of investment resources in the province.

The province also strengthens the work of ensuring national defense and security; improves the investment and business environment to attract investment resources to the area; continues to focus on agricultural development, especially high-value agriculture; focuses on diversifying eco-tourism, resorts, and sports to turn Dien Bien into a Northwestern tourism center; exploits the advantages of renewable energy to attract investment; invests in infrastructure, aiming to ensure traffic connectivity.

Previously, the Minister and the delegation of the Ministry of Planning and Investment had a survey trip to the traffic route project connecting key economic areas of the dynamic economic region along National Highway 279 and National Highway 12 of Dien Bien province. This is a project with a total investment of 1,300 billion VND, the implementation period is 2021 - 2024. When completed, it will be an important traffic axis, contributing to the socio-economic development of the locality.

The Minister and his delegation visited the Dien Bien Phu Historical Victory Museum; visited and presented gifts to Dien Bien soldiers; presented scholarships and supported upgrading school facilities and bridges in Muong Nhe district.
