Dien Bien: Timely prevention of a group of young people carrying weapons, disturbing public order

NDO - Lieutenant Colonel Nguyen Dinh Quan, Head of the Traffic Police Department, Dien Bien Provincial Police, said that at 11:30 p.m. on April 15, at Km91, National Highway 279 in Dien Bien district, the patrol team of the Traffic Police Department, Provincial Police discovered and promptly stopped a group of young men (about 20 people) carrying weapons and driving motorbikes in a zigzag manner.

Immediately after discovering the group of young men, officers and soldiers of the Patrol Control Team followed and signaled the vehicle to stop for administrative inspection. Immediately, the subjects simultaneously drove away, leaving behind two motorbikes with license plates: 27B1-582.38 and 27AN-038.40.

Urgently investigating and verifying, on the morning of April 16, the Traffic Police Department, Dien Bien Provincial Police summoned and detained 15 subjects residing in the communes of Noong Het, Sam Mun, Pom Lot (Dien Bien district) and temporarily detained 7 motorbikes and 7 weapons including: swords, pig spears and tofu.

Through information exploitation of the subjects, the police initially clarified that the subjects were all young people (the oldest person was born in 2005, the youngest person was born in 2008) and all dropped out of school.

To create a splash, show off and gain prestige, the subjects bought steel to grind and weld into weapons such as swords, pig-slaughtering knives, tofu, etc. Then every 2 weeks, the subjects made an appointment to gather in groups to drive motorbikes carrying weapons, weaving, swinging, revving their engines, and doing wheelies in order to cause trouble with the traffic police and challenge other youth groups in the area.

In the incident on April 15, due to a conflict on social media with a friend, the leader, NTC (born in 2007), residing in village 10, Yen Cang, Sam Mun commune, invited the group of young men to bring weapons to the meeting point at the C10 Detention Camp (in Noong Het commune) to fight; while on the way to get the weapons, the subjects were discovered and arrested.

Currently, the Traffic Police Department, Dien Bien Provincial Police have handed over the subjects and evidence to the Criminal Police Department to continue investigating and clarifying the behavior of the above subjects for handling according to the provisions of law.
