Change in difficult areas
I still remember about ten years ago, in Doc Lap - the only particularly difficult commune in the city, people's lives were still full of hardships. The shadow of poverty still lurked, the gravel roads were bumpy, and many houses were not yet sturdy. According to the assessment of the People's Committee of Doc Lap commune, the new rural area is not just about concreting roads or building new cultural houses. The new rural area in accordance with the spirit of the National Target Program starts from restructuring the agricultural sector itself, increasing the value of rice grains, chickens, vegetable gardens... to increase people's income, to make poverty go away. Utilize resources from 3 National Target Programs: building new rural areas, developing the socio-economic development of ethnic minority and mountainous areas, and sustainable poverty reduction to support people in building houses, building economic models, and increasing income. Under the leadership of Party committees at all levels, the administration of the government, along with promoting propaganda and raising awareness among people about policies and plans for local economic development, Doc Lap commune has reaped "sweet fruits".
The poverty rate has decreased to 6.25%, and the average income per capita by the end of 2024 is estimated to reach 51 million VND. Product consumption linkage models have been formed and developed, increasing people's income... these encouraging changes have brought the commune to the NTM finish line in 2023.
The figures in the implementation of the National Target Programs are clear evidence of that change. In 2021, when the Program was promoted, the poverty rate of Hoa Binh city was 1.73%. A small number, but behind it are countless families still struggling to make a living, worrying about food and money. With the participation of the entire political system and most importantly, the efforts of the people themselves, the poverty rate has gradually decreased. By the end of 2024, the city's poor households will be only 0.86%. Behind each decreasing number is the story of a family that has escaped poverty, has a more stable source of income, more complete meals, children can go to school regularly, and sleep at night is no longer too worrying.
The figures for per capita income also tell a similar story. From 75 million VND in 2021, it increased to 90 million VND in 2023 and reached 100.98 million VND by the end of 2024. The growth of 25.98 million VND after only 3 years is not only on statistical paper, but is present in the ability of people to buy better living items, invest in more systematic production, or simply have more savings for the future. This is proof that the restructuring of agriculture and the construction of new rural areas have truly brought economic results to farmers in Hoa Binh City.
Young city reaches new rural finish line
And then, the story of the NTM finish line - a title that not only means recognition, but also symbolizes solidarity, consensus and continuous efforts. By the end of 2024, Hoa Binh City had 7/7 communes meeting NTM standards, completing 100% of the set target. Not stopping there, 5/7 communes excellently met advanced NTM standards, accounting for 71.4%. Visiting the villages in the city, the roads are clean and beautiful, the flower streets are blooming, the houses are more spacious. Cultural institutions are invested, art and sports activities are vibrant. The smiles on people's faces are brighter, because they are proud of their homeland, of the common achievements they have created together. Hoa Binh City was recognized as completing the NTM task in 2024, a worthy recognition for those persistent efforts.
In the bright picture of the new rural areas, it is impossible not to mention the OCOP Program - the "brainchild" of Vietnamese agricultural products that is making a name for itself in Hoa Binh. From 5 OCOP products achieving 3 stars in 2021, up to now, the city has 31 OCOP products recognized as meeting 3-4 star standards. From the fragrant lemongrass essential oil bottles of Dao Village Agricultural Cooperative, to the precious Sacha inchi oil or Cordyceps, black tea bags... Hoa Binh agricultural products are no longer "quietly fragrant" in the home garden, but have been given a "new coat", reaching further, conquering the market. "The OCOP Program not only increases the value of products, but also encourages farmers to strongly change their production thinking, becoming "rural entrepreneurs", knowing how to make quality products, knowing how to promote and connect to the market" - said Mr. Do Viet Trieu, Vice Chairman of the People's Committee of Hoa Binh City.
The results achieved in the National Target Program on New Rural Construction, associated with the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period in Hoa Binh City are proof that when the Party and the State have policies that are in line with the people's wishes, when the local government is determined to implement them, and most importantly, when the people are united and make efforts, they will soon succeed. Hoa Binh City has not only completed the New Rural Construction task, but is also creating livable countrysides, where tradition and modernity blend together, where village and neighborhood relationships are stronger and where farmers' smiles are brighter than ever.
