Seminar on implementing Resolution No. 68-NQ/TW: Creating new momentum for private economic development

On the morning of May 31, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a Dialogue with businesses and business associations on the topic "Effective implementation of Resolution No. 68-NQ/TW, dated May 4, 2025 of the Politburo on private economic development". The event was organized in a combination of in-person and online formats, connecting to 63 provinces and cities across the country, with the participation of more than 1,000 delegates who are businesses, cooperatives, business households and business associations. Comrade Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and delegates attended at the provincial bridge point.

Comrade Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and delegates attended the discussion at the Hoa Binh province bridge.

Opening the discussion, Minister and Head of the Government Office Tran Van Son announced Decision No. 1055/QD-TTg dated May 30, 2025 of the Prime Minister on the establishment of the National Steering Committee for the implementation of Resolution No. 68-NQ/TW, with the Prime Minister as Chairman; Deputy Chairmen include Deputy Prime Minister Nguyen Chi Dung and Minister of Finance Nguyen Van Thang.

At the seminar, many opinions focused on analyzing and proposing solutions for private economic development in line with practical requirements in each field and each locality. Delegates recommended that the Government, ministries and branches continue to innovate management thinking, shifting from "prohibition" to "creation"; urgently specify support policies suitable for each group of enterprises, especially small and medium enterprises. In particular, it is necessary to remove barriers in administrative procedures, ensure equal access to capital, land, legality and business opportunities; assign specific tasks to business associations in participating in coordination and policy criticism...

In his concluding remarks, Prime Minister Pham Minh Chinh emphasized: Private economic development must be associated with the goal of sustainable development, respect for the law and for the national and ethnic interests. The Prime Minister requested all levels and sectors to focus on effectively implementing three strategic breakthroughs in institutions, infrastructure and human resources; at the same time, improve the effectiveness of post-audit, interim and final reviews to perfect policies and laws. The Government will continue to accompany and support businesses through dialogue, remove obstacles, honor exemplary businesses, and strictly handle businesses that violate the law.

The Prime Minister affirmed: All enterprises must constantly innovate and closely cooperate to create value chains and improve competitiveness. The State ensures a stable, transparent and fair environment for the private economy to develop in the right direction, contributing to the country's socio-economic development.

*On the same day, Prime Minister Pham Minh Chinh chaired the opening ceremony of the National Law Portal - a modern, friendly digital legal platform aimed at serving people and businesses. At the Hoa Binh provincial bridge, comrade Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee attended the ceremony.

The National Law Portal is expected to contribute to removing institutional "bottlenecks", enhancing publicity and transparency, reducing compliance costs and procedure processing time. With the functions of looking up laws, receiving and answering questions and recommendations from citizens and businesses, and integrating VNeID identification, the Portal marks an important step in the process of digital transformation, building a digital government, and moving towards a service-oriented administration.
