People in Com hamlet, Dong Lai commune, Tan Lac district have created brocade products that achieve 3-star OCOP standards from the National Target Program on New Rural Development, bringing economic efficiency and preserving national cultural identity.
According to the report of the Department of Finance, in 2025, the capital plan for implementing 3 national target programs in the province is 993,271 million VND; of which, investment capital is 522,198 million VND, career capital is 471,073 million VND. The allocation of 3 specific programs is as follows: Socio-economic development program (SEDP) for ethnic minority and mountainous areas (DTTS&MN) 677,057 million VND; new rural construction program 160,986 million VND; sustainable poverty reduction program 155,228 million VND. In addition to the newly allocated capital in 2025, the capital extended from 2024 for the 3 programs is 415,672 million VND (investment capital 103,797 million VND, career capital 311,875 million VND).
The disbursement result by the end of May reached 79,224 million VND of investment capital, equal to 8% of the detailed capital plan, and the undisbursed career capital. For the capital source extending from 2024, 26,696 million VND has been disbursed, equal to 6% of the total capital source.
Analyzing the structure of each capital source shows that disbursing capital for national target programs according to plan is a big challenge, especially career capital. In fact, up to this point, the career capital for 2025 has not been disbursed because it was only allocated from the beginning of May 2025, the disbursement rate of transitional capital for 2024 has not reached more than 10%. Specifically, the capital extended from 2024 for the socio-economic development program for ethnic minority and mountainous areas is 213,581 million VND, so far only 4,310 million VND has been disbursed, reaching 2%; the capital for the new rural construction program is 23,885 million VND, so far 1,558 million VND has been disbursed, reaching 7%; the capital for the sustainable poverty reduction program is 74,409 million VND, so far 6,144 million VND has been disbursed, reaching 8%.
The reason why projects under the National Target Program in 2024 are delayed in disbursement compared to the plan is due to difficulties in implementing investment procedures; compensation, project site clearance, overlapping beneficiaries... In particular, many projects under the National Target Program are delayed and behind schedule mainly due to investment procedures and site clearance. According to the review of the Department of Finance, there are a number of investment projects from 2024 but continue to encounter many difficulties in the implementation process such as: the inter-commune road project from Dang Long hamlet, Hung Son commune, Kim Boi district to Vai Dao hamlet, Cao Son commune, Luong Son district, about 300m have not been constructed, the disbursement rate has only reached 47.99%; the inter-commune road from Tra Day hamlet, Thanh Son commune, Mai Chau district to My hamlet, Van Son commune, Tan Lac district, with a total cost of 20 billion VND, has disbursed more than 470 million VND. There are also a number of population stabilization projects concentrated in Tan Lac and Kim Boi districts.
For projects using public capital, the main problem is in the content of supporting production development, supporting vocational training and creating jobs for workers. Comrade Ha Trung Thao, Vice Chairman of Mai Chau District People's Committee, said: To implement sub-project 3, under Project 5, the Socio-Economic Development Program for Ethnic Minorities and Mountainous Areas, the district has been allocated nearly 2 billion VND to implement 3 contents (supporting vocational training, supporting the export of foreign labor and promoting career counseling). However, up to this point, the district has only disbursed 200 million VND to support vocational training due to the small number of learners; nearly 400 million VND for promoting career counseling. The district must transfer the remaining resources to other projects.
In addition to problems with beneficiaries, projects on building linkage chains also face many difficulties, especially in project appraisal, project changes due to inappropriate linkage chains, or product output problems... This is also the reality of districts and cities when implementing national target programs.
According to the plan, by the end of June 2025, the province must complete the disbursement of 50% of the assigned capital plan, equivalent to over 400 billion VND of annual planned capital and over 200 billion VND of capital extending from 2024. To ensure implementation according to the requirements of the plan, at the meeting to evaluate the progress of the implementation of the National Target Programs, Comrade Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested: Departments, branches, and localities to direct, regularly monitor, review the implementation progress, develop specific and detailed plans; promptly remove difficulties and obstacles in the implementation process. For works and projects, especially projects invested by communes, it is necessary to focus on directing the backlog of payment procedures.
For problems in the implementation process, especially projects that have been reviewed and still have many difficulties, problems, and low disbursement rates, it is necessary to regularly grasp the situation, urge progress and report to the province to promptly remove difficulties and problems that arise. In particular, continuing to implement the National Target Programs in the context of merging commune-level administrative units and stopping district-level operations, districts and cities closely follow Document No. 256, dated April 8, 2025 of the Ministry of Ethnic Minorities and Religions on guiding the regime and policies of the National Target Program for ethnic minorities in administrative units to carry out rearrangement and reorganization for implementation.
