
Participating in the drill were representatives of the Center for Policy and Techniques for Disaster Prevention and Control ( PCTT), the PCTT Community Fund ( Ministry of Agriculture and Environment ), the Irrigation Sub-Department (Provincial Department of Agriculture and Environment), the Commune Economic Department, military units and hamlet chiefs in Kim Dong commune.
The drill also had the participation of more than 60 people from hamlet 1 and 70 people from the Kim Dong Commune Civil Defense Command, the commune's shock team and local armed forces, demonstrating the strong participation of the community.
Kim Dong Commune is one of 14 coastal communes of Ninh Binh province. With nearly 18 km of coastline, a natural area of over 8,100 hectares and a population of over 9,409 people, Kim Dong is a locality with great potential for marine economy , with nearly 6,000 hectares of aquaculture. However, every year, the alluvial area of Kim Dong commune is often directly affected by storms, tropical depressions, prolonged heavy rains and rising sea levels, causing property damage and affecting life and production.
Faced with increasingly complex natural disasters caused by climate change, improving command, management and coordination capacity among forces and proactively evacuating people from dangerous areas is an urgent requirement, contributing to minimizing damage.

The drill was conducted in three main parts: The mechanism for commanding and operating disaster response at the meeting of the PCTT, Search and Rescue and Civil Defense Command Committee of the commune. Real-life drill of evacuation activities in hamlet 1, corresponding to the scenario of storm with heavy rain and rising sea levels. Experience was drawn to perfect the feasible evacuation plan, suitable to the characteristics and natural disaster situation of the locality.
Content of the drill: evacuate people in hamlet 1 - where there is a storm, accompanied by heavy rain and rising sea levels . In the face of an emergency, immediately after the Party Secretary of the commune directs the work of disaster prevention and control and issues early warning information, the Head of hamlet 1 reports on the number of people who need to be evacuated to a safe place, and provides instructions on storm prevention and control. Along with early warning and early evacuation, priority is given to the elderly who have difficulty moving, people with disabilities, children, women, etc.; Force people not to evacuate according to the request of the authorities; Organize the movement of people to the gathering point; Take roll call of households, disseminate the regulations at the shelter; Households go into the shelter according to the list and stabilize their accommodation; First aid for victims at the shelter...
The drill contributes to raising awareness, responsibility and skills of agencies, organizations, local government organizations and people. Thereby, clearly demonstrating the viewpoint: "Acting early and proactively in natural disasters helps minimize damage. Acting early and responding promptly in natural disaster prevention so that no one is left behind".
The drill "civilian evacuation, storm prevention, heavy rain, rising sea level" - is an activity within the framework of the Project "Raising community awareness and community-based disaster risk management".
