Through studying the draft Political Report of the Provincial Party Executive Committee, term XVII, I see that the section on forecasting the context and development orientation for the next term needs to assess the merger of commune-level administrative units, the implementation of a two-level government, and especially the upcoming merger of the province with Hai Phong City. The report needs to update changes in administrative boundaries, adjust forecast analysis associated with the new development space.

Accordingly, when Hai Duong merges with Hai Phong City, the report needs to clearly analyze the potential and strengths of Hai Duong so that when merged, it can develop commensurate with its position as a centrally-run city. Currently, Hai Duong is in the group of provinces with double-digit growth by 2024. The province has a large industrial development space with a series of industrial parks and clusters that have been and are being established. Along with that is a reasonable population size of about 2 million people.

In the province's development strategy after the merger, the Political Report needs to propose solutions to re-arrange the economic planning space, focusing on developing industrial zones, clusters, economic zones, and export processing zones. It is necessary to plan with regional economic linkages, industry linkages, and industrial sectors.

In addition, it is necessary to focus on solutions to develop high-quality human resources to serve industrial parks and specialized economic zones; it is necessary to carry out extensive digital transformation and apply high technology...

In particular, with its rich traditional cultural values, Hai Duong has the Con Son and Kiep Bac relic sites located in the Yen Tu - Vinh Nghiem - Con Son and Kiep Bac relic and scenic complex, which is facing the opportunity to be recognized by UNESCO as the first inter-provincial World Heritage Site in Vietnam. This is a huge advantage when merging provinces.

From here, along with Hai Phong City, the large regional space needs to focus on developing cultural industry, continuing to build the cultural values ​​of the Eastern people...
