Adjusting investment policy for Dai Ngai Bridge Construction Project on National Highway 60

The Dai Ngai Bridge construction project on National Highway 60 will be supplemented with the planned section of National Highway 60 from National Highway 91B to the existing National Highway 60 with a length of 12.3 km, the investment scale of phase 1 is 2 lanes.

The Minister of Construction has just signed Decision No. 1159/QD - BXD approving the adjustment of the investment policy for the Dai Ngai Bridge construction investment project on National Highway 60 in the territories of Tra Vinh province (now Vinh Long province) and Soc Trang (now Can Tho city).

Accordingly, the most important change is the Ministry of Construction's decision to invest in the project of the planned section of National Highway 60 from National Highway 91B to the existing National Highway 60.

This route starts at the intersection with National Highway 91B (Nam Song Hau Road) in Dai Ngai Commune, Can Tho City; ends at the intersection with existing National Highway 60 in Soc Trang Ward, Can Tho City.

The additional route length is about 12.3 km (including some medium and small bridges on the route) designed according to the standard of grade III plain road, TCVN 4054-2005, design speed 80 km/h.

In the completion phase (phase 2), the route has a scale of 4 lanes (vehicle width 14 m, roadbed width 20.5 m). In the immediate future, the investment phase will be divided into 2 lanes (vehicle width 7 m, roadbed width 12 m).

The bridges on the route in phase 1 will have 2 lanes for motor vehicles and no median strip, with a width of 10.5 m; phase 2 will expand the bridge to a width of 20.5 m. The clearance scope of the route is carried out on a complete scale with a roadbed width of 20.5 m.

Completing this section will help maximize the investment efficiency of Dai Ngai Bridge, shortening the distance and transportation costs between Ca Mau, Soc Trang, Bac Lieu provinces and Ho Chi Minh City.

In addition, the addition of the route from National Highway 91B to Soc Trang City not only helps to complete the transportation network of Soc Trang province but also plays an important role in connecting economic zones with the seaport system, especially Tran De port (the gateway port of the Mekong Delta).

When this route is completed, goods from neighboring provinces such as Bac Lieu, Ca Mau, and Tra Vinh can be quickly transported to the port, optimizing the logistics chain and reducing pressure on existing routes.

Due to the addition of the planned section of National Highway 60 from National Highway 91B to the existing National Highway 60, the investment scope of the Dai Ngai Bridge Construction Investment Project on National Highway 60 has also been adjusted and updated by the Ministry of Construction.

Specifically, the Dai Ngai Bridge Construction Investment Project on National Highway 60 has its starting point intersecting with National Highway 54 in Hung Hoa Commune, Vinh Long Province; its end point intersecting with the existing National Highway 60 in Soc Trang Ward, Can Tho City.

The total designed length of the entire route is 27.44 km, of which the bridge section is 3.42 km long, including Dai Ngai 1 bridge 2.56 km long, Dai Ngai 2 bridge 0.86 km long; the road section (including some medium and small bridges on the route) is 24.02 km long, designed according to the standard of grade III plain road, TCVN 4054-2005, design speed 80 km/h.

According to Decision No. 1159/QD-BXD, the preliminary total investment of the Project in Phase 1 is 7,962.148 billion VND from the state budget, of which the 2021 - 2025 period is 4,237.96 billion VND, and the transition to the 2026 - 2030 period is about 3,724.188 billion VND.

Project preparation time is 2022; Project implementation time is from 2023, completed and put into operation in 2028.

Other contents remain the same as those approved by the Prime Minister in Decisions No. 1478/QD-TTg dated October 28, 2019 and No. 878/QD-TTg dated July 22, 2022 on the investment policy of the Project.

It is known that the Dai Ngai Bridge Construction Investment Project on National Highway 60 is divided into 2 construction packages including Package No. 11-XL: Construction of Dai Ngai 2 Bridge, route and works on the route; Package No. 15-XL: Construction of Dai Ngai 1 Bridge and access roads at both ends of the bridge.

As of mid-July 2025, Package 11-XL has completed about 73.7% of the volume, expected to be completed in December 2025.

Package 15-XL has started construction since January 12, 2025, and is implementing the construction of auxiliary works, bored piles (the two-bank approach bridge and the main cable-stayed bridge towers) with the completed construction volume reaching about 10.4% of the volume and expected to be completed in 2028.
