Regulations of the 6th Nguyen Van Linh Journalism Award 2024

On April 11, the Organizing Committee of the Nguyen Van Linh Press Award issued Decision No. 10/QD-BTC on promulgating the Charter of the 6th Nguyen Van Linh Press Award in 2024. The content of the charter is as follows:

Article 1. Name: The 6th Nguyen Van Linh Journalism Award 2024.

Article 2. Unit in charge of implementation: Provincial Journalists Association.

Coordinating units: Provincial Party Committee's Propaganda Department, Department of Information and Communications, Department of Finance, Department of Home Affairs, Hung Yen Newspaper, Provincial Radio and Television Station.

Article 3. Purpose and requirements

1. Purpose

- To honor and award authors and groups of authors with high-quality press works, with new and creative forms of expression, thereby improving the quality of press types (print, radio, television, electronic newspapers), propaganda, actively contributing to the cause of socio-economic development, ensuring national defense and security, foreign affairs, and building the political system of the province.

- Contribute to encouraging and promoting the creative labor emulation movement of journalists in the province and journalists nationwide who have press works about Hung Yen province; discover, nurture and honor high-quality authors and press works, select works to participate in the annual National Press Awards.

- Create conditions for individuals and groups working in the field of journalism to exchange professional and technical experiences, contributing to improving the quality and effectiveness of information and journalism activities in the province.

2. Requirements

- Organizing the Press Awards ensures the correct subjects, standards, conditions, and procedures according to regulations; ensuring savings, efficiency, fairness, democracy, objectivity, publicity, and high quality.

- Mobilize the participation of press creators inside and outside the province.

Article 4. Conditions for participating authors and works

1. Participating authors/author groups:

- Authors or groups of authors participating in the Press Award are Vietnamese citizens, with press works written about Hung Yen province in Vietnamese, published and broadcast on press types licensed by the Ministry of Information and Communications or works of the Cultural - Broadcasting Centers of districts, towns and cities of Hung Yen province.

- Authors whose works participate in the Nguyen Van Linh Journalism Award do not violate the law and regulations on professional ethics of Vietnamese journalists.

2. The press works participating in the award are press works reflecting Hung Yen province; ensuring the requirements of ideology, politics and culture; being accurate and persuasive; published and broadcast on press types inside and outside the province licensed by the Ministry of Information and Communications or press works of the Cultural - Broadcasting Centers of districts, towns and cities of Hung Yen province.
3. Number of works submitted by author or group of authors

Each author or group of authors can only submit a maximum of 03 works to the competition and each author can only be named in 03 works or in 03 groups of authors (the author who is the cameraman can be named in a maximum of 05 groups of authors). The maximum number of authors in a group of authors is 05 people. Each author can only be awarded for 01 work with the highest score.

4. The author and group of authors are legally responsible for the accuracy of the content of the work mentioned.
5. The 6th Nguyen Van Linh Journalism Award in 2024 is awarded to an author or group of authors. The winning author or group of authors will be granted a certificate along with a cash prize, which will be widely promoted in the province's mass media.

Article 5. Criteria for awarding awards

1. The awarded press works are those in Vietnamese published and broadcast from May 1, 2023 to April 30, 2024 in all types of press (Printed Newspaper, Spoken Newspaper, Visual Newspaper, Electronic Newspaper).
2. Works considered for the Award must be free of copyright disputes. Works that have participated in press awards of central or local ministries, branches and published within the prescribed time will still be considered. Works that have won the National Press Award will not be considered.
3. Works that are still awaiting evaluation and conclusion from competent authorities, that do not comply with the provisions of the Charter, and works of a fictional nature (such as skits, literary stories, feature films, etc.) will not be considered.

Article 6. Form of expression of works

1. Printed newspaper works

Each work is a news item or a series of news items (no more than 05 news items), an article or a series of articles with the same title (no more than 05 issues) by the same author (or group of authors with the same name) on the same topic. A series of articles compiled from independent articles by individual authors at different times of publication, without a common series name, will not be considered.

2. Spoken word work

Each radio work is a news (or a series) about a topic, an event or an object, broadcast in one or more installments (no more than 3 installments, total duration no more than 60 minutes).

3. Visual journalism

Each television work is a news (or a series) about a topic, an event or an object, broadcast in one or more installments (no more than 3 installments, total duration no more than 60 minutes).

4. Electronic newspaper

Is a first-time creative work, written specifically for an online newspaper; works taken from printed newspapers will not be considered. Each work is a news item or a series of news items (no more than 05 news items), an article or a series of articles with the same title (no more than 05 issues) by the same author (or group of authors with the same name), on the same topic. A series of articles compiled from independent articles by individual authors at different times of publication, without a series name, will not be considered.

Article 7. Structure, number of prizes and prize levels

1. For authors and groups of authors in Hung Yen province

For each type of print, audio, visual, and electronic newspaper, the maximum number of awards for authors and groups of authors is 01 A prize, 02 B prizes, 03 C prizes, and 05 Encouragement prizes.

2. For authors and groups of authors not located in Hung Yen province

General evaluation of print, audio, visual and electronic newspapers for authors and groups of authors. The maximum number of prizes is 01 A prize, 02 B prizes, 03 C prizes and 05 Encouragement prizes.

3. Selection is based on the quality of the entries, not necessarily on awarding the full number of prizes according to the structure.
4. Prize level

- Prize A: 15,000,000 VND

- Second Prize: 9,000,000 VND

- Third Prize: 7,000,000 VND

- Consolation prize: 3,000,000 VND

Article 8. Selection and judging steps

1. Provincial Journalists Association

Receiving entries for the Press Awards, including:

- Works submitted to the Press Award by authors and groups of authors who are members of the Hung Yen Provincial Journalists Association and published in Hung Yen Provincial newspapers must be introduced by journalist branches and journalist clubs under the Provincial Journalists Association.

- Authors and groups of authors who are not members of the Hung Yen Provincial Journalists Association and have propaganda works about Hung Yen province published in newspapers licensed by the Ministry of Information and Communications must send their works to the Office of the Provincial Journalists Association.

2. Preliminary Council

Receive applications from the Provincial Journalists Association and organize the selection of qualified works; prepare documents to submit to the Final Round Council.

3. Final jury

Receive results from the Preliminary Council, organize scoring, classification and prepare a report of results to the Organizing Committee to issue a decision to recognize the Award.

The decision of the Organizing Committee is final.

Article 9. Contest entry documents

1. The works submitted for the Award must clearly state: Full name of the author (including birth name and pen name if any), if it is a group of authors, the name of each author must be stated; name of the work; press genre; unit, address, and phone number of the author; date, month, and year of publication in the newspaper, magazine, or broadcast of the work; name of the press agency that published or broadcast the work; awards received (if any).

Applications that do not follow the instructions will be disqualified. The Organizing Committee will not resolve complaints or requests to change or add the author's name to the winning work, and will not accept changing the pen name to the real name.

2. For printed works, the original print (newspaper, magazine publishing the work) or a photocopy from the printed newspaper, but must be clean, beautiful, and clear. If the work has small, odd continuations, the continuation must be cut and pasted onto A4 or A3 white paper and the page number of the continuation must be clearly marked. Works written in foreign languages ​​or in ethnic minority languages ​​must have a Vietnamese translation.

3. For electronic newspapers, you must send the link to the work and a printed copy taken from the electronic interface (retyped works will not be accepted).
4. For audio press works, the link to the work must be sent and saved to a USB, clearly stating the name of the unit, name of the work, author, genre, duration and broadcast time; accompanied by the text of the work's lyrics. If it is in an ethnic minority language, there must be a Vietnamese translation.
5. For visual works, the link to the work must be sent and saved to a USB, clearly stating the name of the unit, name of the work, author, genre, duration and broadcast time; accompanied by a caption. If it is television in an ethnic minority language, there must be subtitles and a Vietnamese translation.

Article 10. Deadline for receiving works, judging, announcing results and awarding prizes

1. Time for receiving entries to the Award: From May 1, 2024 to May 15, 2024.
2. Judging period (preliminary and final): From May 15, 2024 to June 5, 2024.
3. Time to publicly announce results on mass media: 5 days.
4. Award ceremony time: Expected on the occasion of the 99th anniversary of Vietnam Revolutionary Press Day (June 21, 1925 - June 21, 2024) and the 109th anniversary of the birth of General Secretary Nguyen Van Linh (July 1, 1915 - July 1, 2024).

The Organizing Committee is not responsible for works submitted to the Award that do not comply with regulations or for damage or loss during the submission process.

Article 12. Jury

The Organizing Committee decided to establish panels of judges and self-dissolve after completing their tasks.

1. Preliminary Council

Consists of 2 subcommittees:

+ Print and electronic newspaper subcommittee

+ Subcommittee on spoken and visual press

Members: Representatives of Hung Yen Newspaper, Radio and Television Station provincial, experienced local journalist.

2. Final jury

Members: Standing Committee of Hung Yen Provincial Journalists Association, representatives of Hung Yen Newspaper, Provincial Radio and Television Station, experienced journalists at central and local levels.

3. Secretariat

- The secretariat is established by the Standing Committee of the Journalists Association.

- The secretariat is responsible for assisting the Jury and performing tasks related to the Nguyen Van Linh Journalism Award.

Article 13. Handling of complaints, denunciations and violations

1. Within 15 days from the date of announcement of the winning works, organizations and individuals have the right to complain about the results of the review and awarding of prizes and violations of regulations, order and procedures for review and awarding prizes.
2. The complaint must clearly state the full name, address and reason for the complaint and be sent to the Provincial Journalists Association. The Provincial Journalists Association is responsible for reviewing and advising the Organizing Committee to respond to the complaint according to regulations. Complaints without names, unclear addresses, impersonation or complaints beyond the above deadline will not be considered. The decision of the Organizing Committee is final.
3. If the press work participating in the Award violates the Law on Intellectual Property, the Law on Press, relevant State regulations and the Award Charter, the Organizing Committee will revoke the award and notify the competent authority to resolve it in accordance with current law.

Article 14. Funding sources

The source of funding for implementing the Plan comes from the state budget estimate assigned in 2024 of the agencies and units in Decision No. 2689/QD-UBND dated December 12, 2023 of the Provincial People's Committee on assigning state plan targets in 2024.

During the implementation process, if there are any difficulties or problems, relevant agencies, organizations and individuals should report to the Provincial Journalists Association - the Standing Agency of the Award for synthesis and reporting to the Award Organizing Committee for timely consideration and adjustment.
