The Da Nang Venture and Angel Summit 2025 (DAVAS 2025), held last May, is one of the activities that strongly concretizes the goals of Resolution No. 43-NQ/TW. This is a test in Da Nang's journey to transform strategic orientation into concrete actions.

On January 24, 2019, the Politburo issued Resolution No. 43-NQ/TW on building and developing Da Nang city until 2030, with a vision to 2045. One of the three strategic development axes identified is to turn Da Nang into a national innovation and startup center, associated with the digital economy and high technology.
The fulcrum for a new phase of action
Six years later, the Da Nang Venture and Angel Summit 2025 (DAVAS 2025) held last May was a continuation of the success of DAVAS 2024, as a “test of success” for efforts to transform strategic thinking into concrete actions. However, for the Da Nang startup ecosystem to truly develop a breakthrough, what is more important is what needs to be done after the event.
DAVAS 2025 brought together more than 60 speakers, 20 investment funds with a total value of more than 3.5 billion USD and 36 start-up pitches. This event placed Da Nang on the regional map of innovative start-ups.
This is not just a communication milestone or a single investment promotion activity, but an opportunity for the city to affirm its organizational capacity, the maturity of the ecosystem and the commitment to action from the government level.
However, DAVAS is just the beginning of a new phase of action. After the event, the requirement is not to let the enthusiasm of the startup community and investors fall into the usual “silence” after the conference, but to quickly establish a series of follow-up activities, systematic and with clear goals.
5 groups of tasks to do to maintain growth momentum
1. Establish a tracking mechanism and “connect after DAVAS”
A data platform should be established to track investment connection progress, pitching deals, and support start-ups after the event. A “DAVAS Coordination Board” or “Post-Forum Hub” under the Department of Science and Technology can be established to maintain contact, provide policy advice, and connect capital for participating businesses.
2. Deploy technology sandbox at the right time
Based on the new legal foundation from Decree 09/2024/ND-CP and the Innovative City Project, the city needs to prioritize testing financial technology models (fintech - financial technology), smart cities, artificial intelligence (AI), areas that many investors at DAVAS are interested in. Choosing the right field for the sandbox (controlled testing model) will create a "real playground" for startups and test policies in practice.
Sandbox is a controlled testing mechanism authorized by the regulatory authority, in which innovative enterprises are allowed to deploy new products or technology models within a limited scope of time, scale and audience, to assess feasibility, risk and management ability. This is an important policy tool to both promote innovation and ensure safety for the socio-economic system.
3. Strengthen the role of mentor networks, incubators, and domestic funds
To reduce dependence on foreign capital and create a domestic foundation, Da Nang needs to develop a network of angel investors and domestic investment funds. Cooperation between universities, financial and credit institutions and large domestic enterprises to establish local venture capital funds will help retain start-ups after the incubation period.
4. Training a “new generation of entrepreneurs” from high schools and universities
It is necessary to introduce innovation-driven entrepreneurship mindset into general and university education – starting with experiential activities and entrepreneurship competitions for students. The city can coordinate with the Ministry of Education and Training to pilot “entrepreneurship school” models in the coming school year.
5. Annual DAVAS organization connects with Southeast Asia ecosystem
DAVAS should be declared an annual event.
Da Nang needs to declare DAVAS an annual event, held every May, and expand cooperation with investment organizations, funds, and forums in Southeast Asia. This is a necessary step for the city to elevate its position on the international innovation map.
The aspirations of Resolution No. 43-NQ/TW are gradually becoming a reality. Da Nang has passed the stage of building institutions and infrastructure, and entered the stage of "accelerating action". DAVAS 2025 proves that Da Nang has not only created the "framework" of the ecosystem, but also has the ability to attract capital, connect brains, and inspire startups to the young generation.
However, without systematic follow-up and realistic policies, the results from DAVAS may only stop at communication. Da Nang needs to shift from “eventization” to “ecosystemization”, focusing on businesses, technology and innovation as the driving force, and sustainability as the long-term goal.
Innovative startups are not a trend, but an economic development strategy. Da Nang has stepped out of the policy lab, now it is time to truly shape its role as the innovation capital of Central Vietnam and Vietnam.
