At the meeting, Cao Bang province reported on the results of implementing Resolution No. 57-NQ/TW and directive documents of the Central and the province. In recent times, the province has issued many programs, plans and synchronous instructions from the provincial to grassroots levels. The whole province has completed the e-government architecture, fiber optic broadband coverage to 100% of communes, deployed the Digital Citizen platform with more than 21,000 downloads; provided 1,938 online public services, the rate of re-exploitation of shared data reached 60%. Digital human resource training has been promoted with more than 3,000 cadres, civil servants and public employees being trained,... 100% of agencies, units and localities have operated on information technology platforms; 1,268 community digital transformation teams with more than 10,000 members were established, contributing to promoting administrative reform, supporting and improving service quality for people and businesses.

In the field of natural resources and environment, the province has organized more than 1,360 conferences to disseminate Conclusion 81-KL/TW; deployed 2,209 propaganda classes to over 154,000 people. The province installed automatic monitoring systems at facilities with high traffic, gradually strengthened mineral exploitation management, handled pollution points and maintained 1,462 disaster prevention and control teams at the grassroots level. Particularly, the natural disasters in 2025 caused about 4,267 billion VND in damage, the province urgently supported people's lives, restored production and essential infrastructure.

Discussing at the working session, leaders of departments and branches proposed that the Central Government continue to direct relevant units to deploy unified information platforms and systems nationwide; upgrade the software of the civil status management information system to ensure stable and smooth operation; support localities to eliminate wave depressions. Have policies to attract and treat experts who are scientists with expertise in science and technology; have cooperation between scientists and businesses to promote research and technological innovation. Consider supporting funding to carry out the tasks of investigation, assessment, and survey to supplement the database on landslides and flash floods in the area; create risk zoning maps, landslide and flash flood risk zoning maps.

Speaking at the meeting, Comrade Be Thanh Tinh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, said: In the first 10 months of 2025, the province's socio-economic situation was basically stable, many targets were met and exceeded; state budget revenue increased by 71%, export turnover increased by 42%, tourism increased by over 56% in number of visitors. The province identified science, technology, innovation and digital transformation as strategic driving forces for sustainable growth, while strengthening resource management and responding to climate change. Regarding environmental protection, Cao Bang synchronously deployed measures to manage resources and respond to climate change; launched the "90-day fight to get rich, clean up land databases", built a map of natural disaster warnings, proactively prevented and overcame consequences caused by storms, flash floods and landslides.

The province promotes the spirit of solidarity, innovation and creativity; strives to overcome difficulties; exploits potentials and strengths, actively promotes integration, digital transformation, circular economy, green development and climate change adaptation, effectively exploits natural resources associated with ecosystem conservation. Determined to successfully implement the Party's resolutions, contributing to building Cao Bang to develop rapidly and sustainably, improving people's lives. He emphasized a number of key orientations to continue effectively implementing the Party's policies and guidelines in the province in the coming time: Continue to concretize and widely implement Resolution 57-NQ/TW and Conclusion 81-KL/TW, considering these as two important pillars to realize the goals of the 20th Congress; the province needs to promote the core role of the Steering Committee for Digital Transformation, bringing digital transformation to each industry and field - especially education, health, agriculture, tourism and resource management. Focus on building an innovation ecosystem in border areas, connecting "three houses": State - Scientists - Enterprises; create mechanisms for enterprises, cooperatives and people to access and apply new technologies in production. Strongly promote the model of "Digital Education for the People" and "Community Digital Technology Group"; At the same time, combine propaganda to raise awareness about the environment, climate change, green development - towards building the image of "Green Digital Citizens" of Cao Bang. Strengthen training and fostering of scientific and technological staff, especially young intellectuals, women, ethnic minorities; create conditions for this team to participate in research topics, technology transfer and digital environment management. Promote regional and international cooperation - especially with Guangxi (China), provinces in the Hai Phong - Hanoi - Lang Son - Cao Bang economic corridor - to expand cooperation in digital transformation of border trade, smart tourism and cross-border resource management. The working group will synthesize and report to the Central Government, and at the same time recommend relevant ministries and branches to coordinate to promptly resolve the recommendations and proposals of the province.
