The conference was organized by the National Assembly Delegation of Tuyen Quang province in coordination with the Provincial Police, to collect opinions and contribute to 8 draft laws submitted to the 9th Session of the 15th National Assembly, including: Law on Organization of Criminal Investigation Agencies; Penal Code (amended); Law on Protection of Personal Data; Railway Law; Law on Amending and Supplementing a Number of Articles of the Law on Economical and Efficient Use of Energy; Law on Participation in the United Nations Peacekeeping Force; Extradition Law; Law on Transfer of Persons Serving Prison Sentences.

Speaking at the conference, Deputy Head of the Provincial National Assembly Delegation Ma Thi Thuy emphasized: these are in-depth law projects, with important political and legal significance, creating a solid foundation to help functional sectors and the Public Security force take the initiative in advising the Party and State in formulating policies and strategies, effectively implementing tasks and solutions for socio-economic development combined with strategies to protect national security, ensure social order and safety.

The delegates all expressed their agreement with the necessity of developing draft laws and the position and role of draft laws in social life in general, and the work of ensuring security and order in particular. At the same time, they focused on giving opinions on the system of criminal investigation agencies, regulations on supervising compliance with the law in investigation activities. Along with that, there are regulations on crimes of producing and trading in prohibited goods; crimes of storing and transporting prohibited goods; crimes of producing and trading in counterfeit goods such as food, foodstuffs, food additives; crimes of producing and trading in counterfeit goods such as medicines, disease prevention medicines; crimes of illegally transporting narcotics; crimes of destroying forests, etc.
Participating in giving comments on the draft Law on Railways (amended), delegates suggested that it is necessary to add the responsibility of the Department of Construction as the focal agency to assist the Provincial People's Committee in implementing state management of railway activities in the locality. In addition, for the draft Law on Organization of Criminal Investigation Agencies (amended), it is necessary to stipulate the coordination relationship between agencies after the merger; set specific criteria for appointing investigators; increase the authority, functions and tasks of the commune level to reduce pressure on provincial investigation agencies...

In general, the comments also emphasized the need to clarify theoretical and legal issues and impacts during implementation. At the same time, it is necessary to check and review the provisions in the drafts to avoid duplication and supplement and clarify some contents and provisions in accordance with the practical development of society.
Concluding the conference, Deputy Head of the Provincial National Assembly Delegation Ma Thi Thuy acknowledged and accepted the delegates' dedicated and responsible opinions. At the same time, she requested that departments and branches continue to research and contribute ideas to the drafts to help the Provincial National Assembly Delegation have more comprehensive and objective information, as a basis for participating in discussions at the upcoming Ninth Session.
