The report at the meeting showed that identifying human resource development, especially high-quality human resources, as one of the key tasks, of key significance to the socio -economic development of the province, in recent years, Dak Lak has had many mechanisms and policies to create local human resources with high skills and quality to meet the human resource needs for the development of key economic sectors. In the period of 2021 - 2024, the province has spent more than 28,000 billion VND on human resource development, accounting for more than 35% of the total local budget expenditure.

Currently, the human resources in the public sector of the province have over 2,700 officials and civil servants, with professional qualifications mainly being university and postgraduate; nearly 36,000 civil servants have professional qualifications mainly being university, college and intermediate. The quality of human resources in the business sector is not high, affecting the ability to absorb technology. The trend of labor shifting from the public sector to the private sector has increased, creating more diverse job opportunities.

Sharing with the Supervisory Delegation about the difficulties and limitations of the locality, Vice Chairman of the Provincial People's Committee Nguyen Thien Van said that, with the characteristics of a mountainous province, Dak Lak province has recently encountered difficulties in attracting large enterprises and large-scale investment projects, leading to limited job opportunities for workers.

The province's economy is mainly agricultural , but agricultural production develops mainly based on large-scale development without going into depth, productivity and quality are still low; the intellectual level of the people is uneven; there is a lack of high-quality training facilities, universities, colleges, and vocational training facilities are not strong enough to meet the demand for training highly specialized human resources. Attracting human resources, especially high-quality human resources, is still limited...

Dak Lak Provincial People's Committee recommends that the Ministry of Home Affairs soon issue guidelines for implementing policies for talented people in State agencies, organizations and units; build a national database on Vietnamese talents. Relevant ministries and sectors need to develop mechanisms and policies for enterprises to be responsible for participating in the vocational training process; have policies to attract good teachers, experts, engineers and skilled workers to participate in high-quality programs. At the same time, pay attention to and continue to invest in facilities and equipment for schools that have been selected for investment in key national-level occupations using the central budget.

Concluding the meeting, Vice Chairman of the Committee for Culture and Society Dinh Cong Sy highly appreciated the achievements and shared the difficulties of the province in developing and using human resources, especially high-quality human resources. At the same time, he suggested that the province continue to review and supplement recommendations for each group of issues and obstacles that need to be resolved in specific documents, decrees and circulars.

The recommendations of the Dak Lak Provincial People's Committee will be fully synthesized, researched, completed and recommended by the Supervisory Delegation to build a legal framework as well as adjust and amend regulations related to the development and use of human resources, especially high-quality human resources, in accordance with the development situation of the country in the new period.
