Outstanding achievements

During his visit and work in Binh Thuan in August 2022, Prime Minister Pham Minh Chinh emphasized: “With the spirit of solidarity, innovation, determination to change thinking, and find the right direction, the Party Committee, government, army and people of Binh Thuan have overcome difficulties and hardships, risen from dry, difficult and miserable land, transformed strongly and achieved very specific results. Binh Thuan has known how to take advantage of its potentials, turned difficulties into advantages, turned challenges into opportunities, took tourism development and energy industry as a breakthrough, built an irrigation system to ensure water for people's daily life and production as a foundation. Thanks to that, Binh Thuan has had remarkable development".

Indeed, today, the agricultural economy in Binh Thuan is gradually being restructured to suit the conditions and advantages of each region, focusing on improving efficiency, overcoming the monoculture of rice, and dragon fruit is establishing its position. Currently, the average output value of 1 hectare has increased from 5.5 million VND in 1992 to 140 million VND/ha in 2024. Agriculture is shifting towards modernity with high-tech agricultural models, adapting to climate change.

Sun and wind in Binh Thuan are no longer a disadvantage but have now become an advantage, when Binh Thuan has affirmed its position as one of the pioneering localities in developing wind and solar energy projects. Currently, the whole province has 48 power plants in operation, with a total capacity of 6,520 MW; with an output of 31.6 billion kWh/year. In the coming time, when LNG liquefied gas power plants and offshore wind power plants are invested, in the near future, Binh Thuan will become a major energy center of the country.

Notably, in recent years, Binh Thuan has always achieved a good growth rate; in 2024, the total provincial gross domestic product (GRDP) increased by 7.25%, higher than the national average. The economic scale reached over 128 trillion VND, ranking 26th out of 63 provinces and cities. Export turnover reached over 1 billion USD. Total state budget revenue in 2024 reached 10,838 billion VND. The marine economy continues to develop, coastal and island infrastructure is invested and upgraded. Economic sectors continue to develop; in the period of 2021 - 2025, attracting investment capital for social development is estimated at 225,137.5 billion VND, an average increase of 11.23%/year; FDI projects in the province continue to be upgraded and expanded in investment scale.

In particular, with a long coastline, many beautiful landscapes and rich historical and cultural relics along with a high-quality resort and service system, Binh Thuan is always an attractive destination for domestic and foreign tourists, making Binh Thuan a leading destination attracting millions of tourists each year.

In terms of infrastructure, major roads have been opened, Binh Thuan has made breakthroughs with a modern transportation system. Specifically, the Dau Giay - Phan Thiet expressway, Phan Thiet airport, Vinh Tan international seaport, coastal road project, high-speed railway connection route... creating favorable conditions for trade, regional connectivity and investment attraction. The investment environment and administrative reform have been promoted to increase the satisfaction of people and businesses. This is demonstrated by the significant improvement in the Provincial Competitiveness Index (PCI). In 2024, it ranked 18th out of 63 provinces and cities, up 24 places, putting Binh Thuan in the Top 30 provinces and cities with the best governance quality in the country. Recently, according to the PAPI Report, in 2024, Binh Thuan province achieved 47,126 points and was in the group of 3 provinces and cities with the highest scores in the country.

Not only developing the economy, Binh Thuan also pays special attention to life, culture, education and health. Schools and vocational training centers are modernized, creating quality human resources, meeting the requirements of the labor market and modern industries. The system of schools and hospitals is increasingly expanded and upgraded, ensuring that people are better cared for in all aspects. Social security policies are implemented synchronously and effectively; the work of gratitude and caring for policy families is carried out well with all heart and responsibility; people's lives are increasingly improved; the poverty rate has decreased to 1.16%. Up to now, the whole province has 79/93 communes recognized as meeting new rural standards, reaching a rate of 84.95%; 14 communes have met advanced new rural standards and 4 communes have met model new rural standards. The cultural identity of Binh Thuan has always been preserved and promoted, from the ancient Champa culture to the traditional festivals of coastal fishermen. The people of Binh Thuan still carry within them the spirit of hospitality and affection, which are precious values ​​that help the province develop more and more while still preserving the soul of the homeland. National defense and security are ensured. The political system from the province to the grassroots level is constantly consolidated, improved, and increasingly strong. The effectiveness and efficiency of state agencies at all levels in the province continue to be improved. The patriotic emulation movement is maintained, creating a driving force to constantly promote the spirit of striving of cadres, party members and people of the province.

50 years after liberation, Binh Thuan has truly risen strongly, becoming one of the dynamically developing provinces of the South Central Coast region. Today's achievements are not a matter of luck, but the crystallization of sweat, effort, and intelligence of many generations of leaders, of millions of Binh Thuan people, people who have devoted themselves to their homeland.

Today, Binh Thuan does not stop at the achievements it has achieved but must aim for higher goals: Becoming an international tourism center, developing a sustainable marine economy, building a modern urban area that is still in harmony with nature, improving the quality of life for the people. Prime Minister Pham Minh Chinh once emphasized: Binh Thuan must develop green, fast, and sustainably. To do this, it is necessary to do well 5 solutions. That is, leadership, direction, operation, organization of implementation; training high-quality human resources; developing strategic infrastructure; building mechanisms and policies; protecting the environment, responding to climate change, converting energy, these solutions must serve green, fast, and sustainable development.

Promoting the tradition of "Self-reliance, self-strengthening, heroic fighting, glorious victory", at this time, along with the whole country, Binh Thuan is focusing on preparing the best conditions to enter a new era - the era of national development. The province is simultaneously carrying out many extremely urgent and important tasks. That is to update, concretize, urgently and resolutely implement the Party's guidelines and policies, the State's policies and laws on streamlining the organization and apparatus of the political system according to Conclusion No. 126-KL/TW, dated February 14, 2025 and Conclusion No. 127-KL/TW, dated February 28, 2025 of the Politburo and the Secretariat. Improve the leadership, governance and fighting capacity of the Party Committee in association with building a lean, compact, strong, efficient, effective, efficient political system, with reasonable organization and staffing, and standardization of titles; Reduce overlap in management, focus resources on infrastructure investment, key economic sectors, health care, and education. Streamline the apparatus with the structure, build a team of qualified and capable cadres who dare to think, dare to do, dare to take responsibility, and build a team of "both red and professional" cadres from the province to the commune and ward levels. Build a truly exemplary, united, clean, comprehensively strong, and representative Party organization and political system; an action-oriented government, a democratic and modern administration with a proactive and creative spirit. Determined to successfully implement the Party's Resolutions, promote harmonious development between regions, between the mainland and islands, between industry, agriculture, tourism and trade, and strive to achieve a GRDP growth rate of 8% in 2025...
