Urging the transformation of the tax management model in the southern economic locomotive

(Chinhphu.vn) - During a working trip to the southern provinces, on the afternoon of November 14, Director of the Tax Department Mai Xuan Thanh worked with the Ho Chi Minh City Tax Department to evaluate the budget collection results, the progress of converting the tax management model and supporting business households, and at the same time directed many key tasks in the coming time.

Resolutely implement the task of budget collection

During the working trip to the southern provinces, on the afternoon of November 14, Director Mai Xuan Thanh had a working session with the Ho Chi Minh City Tax Department. Attending the meeting were leaders of departments and units under the Tax Department and representatives of the local tax departments and branches.

Reporting at the meeting, Mr. Doan Minh Dung - Head of Ho Chi Minh City Tax Department said that the estimated domestic revenue for 2025 assigned to Ho Chi Minh City after merging with Binh Duong and Ba Ria - Vung Tau is 501,870 billion VND. Of which, crude oil revenue is 49,000 billion VND, domestic revenue is 452,870 billion VND and domestic revenue excluding land use fees, dividends, remaining profits and lottery is 399,500 billion VND.

Accordingly, the State budget revenue for the first 10 months of 2025 of Ho Chi Minh City Tax is estimated to reach VND 510,182 billion, equal to 101.7% of the ordinance estimate and 119.3% compared to the same period in 2024. 9/17 revenue items exceeded the estimate such as revenue from the non-state sector, personal income tax, land rent, land use, lottery revenue and other budget revenues.

Regarding the implementation of electronic invoices from cash registers, as of October 31, 2025, Ho Chi Minh City Tax Department has 44,121 registered enterprises, of which 32,323 enterprises registered in 2025, a sharp increase of 174% compared to the end of 2024.

For the household business sector, by October 31, 2025, 26,785 households had registered to use electronic invoices from cash registers, accounting for 18% of the country and an increase of 984% compared to the end of 2024. The rate of households using invoices reached 81%.

In the management of e-commerce tax, Ho Chi Minh City Tax is monitoring 399,021 taxpayers with a total revenue of VND 35,357 billion, an increase of 52.4% compared to 2024. Of which, enterprises account for 40,199 units with a revenue of VND 34,636 billion; the household and individual business sector is 358,822 taxpayers with a revenue of VND 722.3 billion. There have been 49,602 households and individuals paying taxes via the Electronic Information Portal.

Strengthening support for more than 340,000 business households

Regarding the implementation of Official Dispatch 4948/CT-NVT related to Project 3389 and Plan 3352 on converting the tax management model when abolishing lump-sum tax, Mr. Doan Minh Dung said that in recent days, units under Ho Chi Minh City Tax have launched synchronous operations to ensure that 100% of business households grasp the policy and convert smoothly.

Notably, Ho Chi Minh City Tax has signed cooperation agreements with units providing solutions to support business households in digital transformation and deploying electronic invoices, aiming to support more than 340,000 business households in the transition period from lump-sum tax to declaration.

Director Mai Xuan Thanh acknowledged the efforts of the Ho Chi Minh City Tax Department, while emphasizing the challenges in the large area with 4,361 civil servants after the merger of 3 provinces and cities. However, this is also an opportunity for the City to develop in proportion to its economic scale.

According to Mr. Mai Xuan Thanh, along with the task of collecting the budget, Ho Chi Minh City Tax Department must pay special attention to implementing Project 3389 and Plan 3522; fully prepare technical infrastructure, human resources and guidance documents; closely coordinate with free support units to guide software, electronic invoices, revenue declaration and tax obligations.

The Director requested the Ho Chi Minh City Tax Board to pay attention to fundamental and practical solutions to support the household and individual business sector; at the same time, implement the goal of "60 days of action - Substantive transformation - Raising the level of business households to declare, transparently and modernly".

On November 12-14, the Tax Department's working group led by Director Mai Xuan Thanh worked with the Tax Departments of Can Tho, Tay Ninh, Vinh Long and Ho Chi Minh City. In the localities, the Director requested that Project 3389 be considered a key task, creating a foundation for self-conscious, transparent, fair tax management and promoting modernization.
