Innovation and creativity in propaganda, mass mobilization, ethnic and religious work

At the Conference, Politburo member, Party Central Committee Secretary, Head of the Central Propaganda Department Nguyen Trong Nghia said that the Party and State have had many great policies and guidelines for ethnic minority areas, but this is an area with many difficulties, low living standards and incomes; political security and social order still have many potential complications, and hostile forces always take advantage of ethnic and religious issues to sabotage.

But the country is also facing new opportunities, favorable geopolitics, increasingly developing cooperation in all aspects, and an increasingly elevated position in the region and internationally. Therefore, it requires propaganda, mass mobilization, ethnic and religious work to be drastic, innovative, creative, and to improve the quality of research, consultation and implementation to meet the requirements.

Emphasizing the importance of the signing between the two agencies, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia suggested that, in addition to the tasks assigned to the focal unit, the departments and units of the two agencies need to proactively strengthen extensive coordination, discover new issues, good and effective practices for propaganda and replication. The units also discovered shortcomings in the implementation of assigned tasks, to advise the leaders of the two agencies on solutions and directions. At the same time, advise the Party and State to promptly supplement and adjust policies and guidelines in accordance with the practical situation.

In addition, it is necessary to strengthen coordination in research, advising on institutionalization and concretization of Party and State documents on propaganda, mass mobilization and ethnic and religious affairs to ensure that they are close to the needs and expectations of the people and meet their aspirations. The two agencies coordinate to review and evaluate guidelines, directives, conclusions and policies on ethnic and religious affairs to advise the Politburo, the Secretariat and the Prime Minister in the coming time so that the lives of the people, especially ethnic minorities and ethnic minority areas, are increasingly better.

Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia suggested that the two agencies continue to coordinate well in orienting and implementing propaganda and mobilizing ethnic minorities and religious people to implement the Party's guidelines and the State's laws and policies; promote the role of prestigious people among ethnic minorities and key people in religion; effectively carry out patriotic emulation movements, "Skillful Mass Mobilization" emulation movements, build and replicate good, creative and effective models of practices to spread among ethnic minorities and religious people.

By many methods and ways, proactively grasp the situation of ethnic minorities and religious people, especially in remote areas, extremely difficult areas, and border areas. Regularly exchange information, experiences, etc. during the work and implementation of tasks of each agency to promptly advise the Politburo and the Secretariat on policies and solutions or coordinate with ministries, branches and localities to remove difficulties and obstacles or prevent, combat and resolve complex potential risks.

Continue to thoroughly grasp and effectively implement Decision No. 238-QD/TW of the Secretariat on the coordination regulations between the Propaganda Department at all levels and state agencies at the same level in law enforcement, socio-economic development, and solving outstanding issues of public concern - the Head of the Propaganda and Mass Mobilization Department emphasized.

Information at the Conference showed that the development of a coordination program between the Central Propaganda and Mass Mobilization Commission and the Ministry of Ethnic Minorities and Religions aims to improve the quality and effectiveness of research, consultation, and implementation of political and professional tasks of each assigned agency, contributing to the successful implementation of each agency's tasks and the Resolutions of the 13th and 14th National Party Congresses.

The development of the 2025-2030 coordination program and annual coordination plan must ensure overall coverage of the assigned tasks of each agency; have focus, key points and clearly identify specific tasks, the presiding agency, and coordinating agencies. Organizing coordination activities must ensure regularity, substance, practicality, and effectiveness.

In 2025, the coordination plan between the two agencies requires grasping the situation of ethnic minorities and religious people; guiding, inspecting, supervising, evaluating and concretizing the implementation of the Party's guidelines and the State's policies and laws on ethnic and religious affairs. Creating a profound change in the awareness and actions of the entire political system from the Central to the grassroots level regarding ethnic and religious affairs in the new situation...

One of the contents of coordination between the two agencies in the period of 2025 - 2030 is to conduct investigations, surveys, research, and synthesis of the ethnic and religious situation; in directing and guiding the construction and promotion of advanced models such as exemplary collectives and individuals, the role of key figures in religion, and prestigious people among ethnic minorities; in organizing conference and workshop activities.
