Comprehensive innovation of primary education quality in Hue city in the digital age

GD&TĐ - Primary education in Hue City is witnessing great developments thanks to a strong innovation strategy in management and teaching methods.

With 212 primary schools serving more than 106,000 students and 3,484 classrooms, Hue City has built a solid foundation for implementing modern educational programs. The rate of students studying 2 sessions/day reached 98.91%, along with the rate of students completing the class program reaching 98.75%, especially the rate of 5th grade students completing the primary program reached a near-absolute level of 99.96% in the 2024-2025 school year.

This success is the result of synchronous investment in staff and facilities. The teaching staff consists of 5,096 people, of which 84.61% meet or exceed the standards according to the 2019 Education Law, with a ratio of 1.5 teachers/class, basically meeting the requirements for implementing the 2018 General Education Program. Regarding facilities, the rate of solid classrooms accounts for 88.02% and the ratio of classrooms/class is 1.02. Although there are still shortcomings in some places, the boarding system, functional rooms and teaching equipment have generally met teaching requirements.

Innovation in management and improvement of teaching quality: from strategy to technology practice

Mr. Nguyen Vinh Hung, Deputy Director of the Department of Education and Training of Hue City, said: "The quality of education in the locality is comprehensively assessed in terms of both capacity and quality, focusing on enhancing Vietnamese language for ethnic minority students and implementing inclusive education for children with disabilities. In general, primary education in Hue City has achieved outstanding results in terms of scale, quality and innovation in management and teaching."

The innovation in primary education in Hue City started from professional management. The Department of Education and Training of Hue City has issued many documents guiding and directing the development of school education plans, subject plans and lesson plans. These plans are all oriented towards the core goal of developing students' capacity and qualities.

Along with management innovation, teaching methods have been fundamentally and synchronously changed. One of the main highlights is the mass implementation of the STEM education model in 100% of primary schools. To further improve the quality of science and technology education, STEAM education and digital citizenship skills education have been piloted in the 2024-2025 school year and are expected to be mass implemented in the 2025-2026 school year.

Other modern pedagogical methods are also widely applied. Typically, the learning through play method (iPLAY) helps students acquire knowledge naturally and enthusiastically. In physical education, the 6C strategy is applied. In particular, music teaching is innovated by using recorder and keyboard instruments, enhancing students' practice and artistic experience.

In addition, integrated teaching is enhanced, integrating many important contents into the curriculum, including local education, traffic safety, fire prevention, gender equality, and school nutrition. These contents are implemented according to regulations of the Ministry of Education and Training.

The application of information technology (IT) is the second important pillar in teaching innovation. Hue City has deployed a digital English learning materials system and a CMS content management system. To encourage creativity and supplement rich digital learning materials, digital teaching equipment competitions are organized for teachers. Most notably, the mass deployment of Digital Student Report Cards for 100% of primary schools has been successful, with the data synchronization rate to the Ministry of Education and Training's Digital Student Report Card data warehouse reaching 99.37%.

Finally, student assessment is carried out according to Circular 27/2020/TT-BGDDT, focusing on regular assessment, assessing the progress of each individual, ensuring fairness and objectivity, and absolutely not comparing students with each other.

Developing comprehensive competencies and self-learning skills in the digital age

According to Mr. Nguyen Vinh Hung, Deputy Director of the Department of Education and Training of Hue City, the biggest goal of the innovation is to develop students' self-study and research capacity. Experiential, practical and exchange activities have been organized regularly to promote this.

Typical activities include exchanges for gifted English students, Math Club exchanges, Vietnamese Club exchanges, along with major events such as STEM education product exchange festivals and book reading festivals, book storytelling competitions. These activities are not only playgrounds but also environments for students to complete their own learning content, self-assess and evaluate each other, thereby forming a sense of responsibility and critical thinking skills.

The application of technology and digital learning materials plays a key role in building students' self-study skills. Students have access to online English learning materials and study through digital platforms. This access helps students form the habit of actively searching for information and exploiting learning resources.

Comprehensive and integrated educational content is an effective tool for students to apply the knowledge they have learned into practice. Through learning life skills, communication skills and problem-solving abilities, students not only excel in academics but also develop comprehensive qualities.

Hue City Primary Education also pays special attention to supporting disadvantaged students. Programs to enhance Vietnamese language for ethnic minority students and inclusive education for children with disabilities, along with flexible classes, have created conditions for these students to have the opportunity to study independently and better integrate into the school community.

It can be seen that, through the mass implementation of experiential activities, promoting the application of IT, and enhancing integrated education, the Hue City Primary Education sector has not only maintained its scale but also significantly improved its quality. The combination of strategic management towards capacity development and advanced teaching methods has created a dynamic educational environment, helping students develop comprehensively and be ready for the digital age.
