Innovation in building the 2025 Socio-Economic Development Plan

The 2025 socio -economic development plan must be developed on the basis of a full and accurate assessment of the situation and results achieved in the implementation of the 2021-2023 socio-economic development plan, estimated results for 2024 and forecasts of the international and domestic situation; assess, analyze and forecast the ability to complete the goals and targets set out in the 2021-2025 5-year plan; focus on monitoring and promptly forecasting developments in the world and domestic situation to prepare and be ready with appropriate scenarios, solutions and countermeasures, minimizing possible negative impacts on the country's socio-economic development goals. On that basis, determine the goals, tasks and targets of the 2025 Socio-Economic Development Plan, closely following the Party's guidelines and policies, resolutions of the National Assembly, the Government, the direction of the Prime Minister and in accordance with the Socio-Economic Development Strategy 2021-2030, aiming to achieve the highest goals of the 5-year Socio-Economic Development Plan 2021-2025.
Along with closely following the goals, targets and development orientations set out in the 5-year Socio-Economic Development Plan 2021-2025, the 10-year Socio-Economic Development Strategy 2021-2030 and according to the resolutions and conclusions of the Party Central Committee, the Politburo , resolutions of the National Assembly, the Government, decisions and directives of the Prime Minister, resolutions of the Party Executive Committee and People's Councils at all levels for localities on socio-economic development in 2024. Analyze and evaluate the results achieved in economic, social, institutional, infrastructure, environmental development, administrative reform, digital transformation, national defense, security...; shortcomings and limitations, in which subjective and objective causes are carefully analyzed; Identify key tasks and solutions in the last months of the year to promptly overcome and support production and business activities, promote growth, and improve people's lives in the last months of the year. 2025 is the final year of implementing the 5-year Socio-Economic Development Plan 2021-2025. The goals, orientations and solutions set out must closely follow and concretize the viewpoints, goals, 03 strategic breakthroughs, 06 key tasks, 12 groups of tasks, and main solutions according to the Resolution of the 13th National Congress of the Party, with breakthroughs, innovation, strength, determination and more effectiveness; in which, continue to grasp the situation, proactively respond to policies promptly and effectively; prioritize promoting growth, maintaining macroeconomic stability, controlling inflation, and ensuring major balances; Focus on further promoting and allocating resources to implement 3 strategic breakthroughs, especially building, perfecting, and removing institutional difficulties and obstacles; thoroughly decentralizing and delegating power, ensuring feasibility, synchronization, and suitability for implementation; mobilizing and effectively using resources, promoting investment in the form of public-private partnership, promoting the self-reliance of agencies and units, closely linking the socio-economic development plan and the public investment plan; determined to successfully implement the goals of the 5-year Plan 2021-2025. [caption id="attachment_1259995" align="aligncenter" width="450"] Photo Collection[/caption] For tasks and solutions, the content, time, progress of implementation, completion, the leading unit, the coordinating unit, and at the same time must be clearly quantified such as: the number of kilometers of highway; the number of legal documents reviewed, developed, and completed; administrative procedures shortened; staffing streamlined... The plans of sectors, fields and local levels must be consistent with relevant planning according to the provisions of the law on planning, striving to achieve the goals according to the strategy and socio-economic development plan of the whole country, the 5-year plan on socio-economic development of the locality (for localities); consistent with the characteristics and development level of each sector and each locality; closely following forecasts and assessments of the domestic and international situation and context in the coming period; ensure the inheritance of achievements, innovation and absorption, access to common development trends of the region and the world as well as overcome shortcomings and limitations in implementing socio-economic development tasks. [caption id="attachment_1259996" align="aligncenter" width="300"] Proposed indicators by sector and field must belong to the national statistical indicator system, ensuring the ability to collect information, continuously monitor, and periodically evaluate; do not propose complex specialized indicators, mainly serving research purposes, ensuring feasibility, ease of understanding, the ability to compare with past data, ensuring close connection and directly reflecting the implementation of key tasks and solutions, in accordance with practices. In case the proposed indicators do not belong to the national statistical indicator system, they must have clear definitions, concepts, and calculation methods, in accordance with regulations, ensuring accuracy, synchronization, and uniformity of information and statistical data nationwide, serving well the work of monitoring, evaluation, and planning; ensuring resources for implementation on the principle of thrift and efficiency.
