High-level diplomacy
On April 28, General Secretary To Lam received Secretary General of the ruling Mozambique Liberation Front (FRELIMO) Chakil Aboobabcar, who visited Vietnam and attended the 50th anniversary of the Liberation of the South and National Reunification Day from April 26 to May 1.
Receiving the European Union (EU) Ambassador to Vietnam Julien Guerrier on April 24, General Secretary To Lam highly appreciated the sentiment, role and contribution of the EU Ambassador and the EU Delegation to Vietnam in developing Vietnam-EU relations; expressing his belief that with the efforts of both sides, the Vietnam-EU relationship will be increasingly consolidated, substantiated and developed to new heights.
During a reception for Philippine Ambassador to Vietnam Meynardo Los Banos Montealegre on April 24, General Secretary To Lam highly appreciated the Ambassador's positive contributions in promoting the Vietnam-Philippines strategic partnership over the past time; emphasizing that 2025 is of special significance, marking the 10th anniversary of the establishment of the strategic partnership between Vietnam and the Philippines.
On April 23, General Secretary To Lam received Mr. Daniel Rosen, CEO of the US Rosen Partners Group . At the meeting, the General Secretary welcomed Mr. Daniel Rosen to visit Vietnam again on the occasion of the 30th anniversary of diplomatic relations and the second year of the Vietnam-US Comprehensive Strategic Partnership; and suggested that Rosen Partners Group promote cooperation and investment in areas where the US has strengths and Vietnam has demand.
General Secretary To Lam had a phone call with Chairman of the African National Congress (ANC) and President of South Africa Cyril Ramaphosa on April 22. The two sides agreed to promote the implementation of many cooperation activities to enhance political trust and effectively promote the Partnership for Cooperation and Development framework between Vietnam and South Africa, including actively discussing and soon signing a Memorandum of Understanding on cooperation between the two Parties, creating a legal framework for the implementation of cooperation activities.
The first visit to Laos in the new position of President Luong Cuong on April 24-25 marked an important milestone, continuing the source of "Comradeship, brotherhood, solidarity, friendship" of the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos . During the two days in the beautiful land of Champa flowers, President Luong Cuong attended the official welcoming ceremony, held talks with General Secretary and President of Laos Thongloun Sisoulith ; and witnessed the signing of cooperation documents between the two countries. Speaking at the International Scientific Conference “50 years of national reunification: The role of diplomacy in peacemaking in history and at present” on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day on April 23, President Luong Cuong affirmed that if in wartime, the top task of foreign affairs is to contribute to the common struggle of the entire nation, then in peacetime, foreign affairs take the lead in building peace, protecting the Fatherland “early, from afar”, expanding the country’s development space and strengthening the close friendship, equal cooperation, and mutual benefit between Vietnam and countries and international partners.
On April 28, President Luong Cuong received General Secretary and President of Laos Thongloun Sisoulith on the occasion of his visit to Vietnam to attend the inauguration ceremony of Wharf No. 3 - Vung Ang Port - one of the important projects connecting the two countries' economies and to attend the 50th anniversary of the Liberation of the South and National Reunification Day.
On April 24, President Luong Cuong received the Ambassadors of Australia, Dominican Republic, Algeria, and Angola who came to present their credentials and take up their duties in Vietnam.
Upon hearing of Pope Francis' passing , President Luong Cuong sent a message of condolence to Cardinal Regent Kevin Joseph Farrell. Prime Minister Pham Minh Chinh sent a message of condolence to Vatican Secretary of State, Cardinal Pietro Parolin. Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son sent a message of condolence to Vatican Secretary of State, Archbishop Paul Richard Gallagher.
Prime Minister Pham Minh Chinh received Comrade Bui Kim Giai, Minister of Demobilized Military Affairs of China (April 28) on the occasion of the comrade leading a delegation to attend the ceremony to celebrate the 50th anniversary of the Liberation of the South and National Reunification of Vietnam (April 30, 1975 - April 30, 2025).
At the request of Malaysia, the current ASEAN Chair, on April 28, Prime Minister Pham Minh Chinh had a phone call with Malaysian Prime Minister Anwar Ibrahim to discuss bilateral cooperation and a number of regional and international issues. The two Prime Ministers agreed to maintain an information exchange mechanism and effective coordination to deepen the Comprehensive Strategic Partnership as well as build a united, unified ASEAN that plays a central role in the region.
On April 28, at the invitation of United Nations (UN) Secretary-General Antonio Guterres and Brazilian President Luiz Inácio Lula da Silva, Prime Minister Pham Minh Chinh attended the online Climate Action Summit as the leader of the country leading the implementation of the Partnership for a Just Energy Transition. The conference was also attended by 16 Heads of State and Government, Chairs of regional organizations such as ASEAN, the European Union, the African Union, the Alliance of Small Island States, and the Caribbean Community.
Receiving Ms. Susanna Campbell, Chairwoman of SYRE Group, Sweden and Swedish Ambassador to Vietnam Johan Ndisi on April 23, Prime Minister Pham Minh Chinh asked SYRE to invest in developing the textile and garment industry in a green and sustainable direction in Vietnam.
On April 22, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with relevant ministries, sectors and agencies on promoting fair and sustainable trade relations with the United States . This is the fifth time the Prime Minister has chaired a separate meeting on the implementation of the conclusions of the Politburo and General Secretary To Lam on adapting to the new US tariff policy and promoting fair and sustainable trade relations with the United States.
On April 21, National Assembly Chairman Tran Thanh Man received Vice Chairman of the Lao National Assembly Suvon Luongbunmi during his visit to Vietnam. National Assembly Chairman Tran Thanh Man suggested that the two sides promote cooperation between the National Assembly Committees, in exchanging information, experience, and professional expertise in the fields of legislation, supervision, and decision-making on major national issues; and suggested focusing on cooperation between localities, especially provinces sharing borders.
Activities of Deputy Prime Minister and Minister of Foreign Affairs
Welcoming and holding talks with Tanzanian Minister of Foreign Affairs and East African Cooperation Mahmoud Thabit Kombo on the occasion of his official visit to Vietnam and attending the 50th Anniversary of the Liberation of the South and National Reunification Day on April 28, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son affirmed that Vietnam considers Tanzania a priority partner in Africa; suggested that the two countries increase delegation exchanges at all levels, especially high-level ones, through Party, State, National Assembly channels and people-to-people exchanges; and suggested that Tanzania consider opening an embassy in Vietnam soon to promote and develop the foundation of political trust, opening a new stage in the cooperation between the two countries in all fields.
On April 26, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son handed over decisions on the transfer and appointment of heads of a number of units of the Ministry . The Deputy Prime Minister and Minister affirmed that this is not only an administrative matter, but also the first step in implementing a new, streamlined and efficient apparatus, requiring a higher spirit of innovation, creativity and responsibility throughout the Ministry.

On April 23, the Party Committee of the Ministry of Foreign Affairs held the second Party Executive Committee Conference to review the work of the first quarter, deploy key tasks for the second quarter of 2025, and implement resolutions, directives, and important tasks recently approved by the 11th Central Conference. Attending and speaking at the launching ceremony of the project "Strengthening training and research capacity with ODA and counterpart funds at the Diplomatic Academy" on April 28, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu affirming that this is not only the result of cooperation but also a meaningful milestone, marking the development in bilateral relations, especially in areas such as social sciences, international relations, economics, politics and foreign affairs.
Receiving Indonesian Deputy Foreign Minister Arif Havas Oegroseno on a visit to Vietnam from April 24-25, Permanent Deputy Minister Nguyen Minh Vu affirmed that Vietnam always attaches importance to and wishes to develop the Vietnam-Indonesia relationship more practically and effectively. Appreciating Indonesia's role in ASEAN, Permanent Deputy Minister Nguyen Minh Vu suggested that the two countries continue to closely coordinate, support each other, and contribute to maintaining solidarity, strengthening ASEAN's autonomy and central role.
On April 23, Permanent Deputy Minister of Foreign Affairs, Chairman of the Vietnam National Commission for UNESCO Nguyen Minh Vu received Mr. Khaled El-Enany, former Minister of Tourism and Antiquities of Egypt , candidate for the position of UNESCO Director-General for the 2025-2029 term. Mr. Khaled El-Enany wishes to strengthen cooperation between UNESCO National Commissions, especially between Egypt and Vietnam - two countries with long-standing civilizations and are moving towards sustainable development based on culture and knowledge.
From April 23-24, within the framework of the visit and work in Belarus, Deputy Foreign Minister Le Thi Thu Hang and First Deputy Minister of Foreign Affairs of Belarus S. Lukashevich chaired the Political Consultation .
From April 21-22, Deputy Foreign Minister Nguyen Manh Cuong visited and worked in Thailand to coordinate with the Thai side to review and discuss directions to promote practical and effective cooperation in various fields, while enhancing exchanges and cooperation between political parties of the two countries. During the visit, Deputy Minister Nguyen Manh Cuong had a working session with Thai Deputy Foreign Minister Russ Jalichandra and met with leaders of major political parties in Thailand, including the Pheu Thai Party and the Democrat Party.
On April 28, Chinese Ambassador to Vietnam Ha Vi shared with the Vietnamese press the results achieved after the visit of General Secretary and President Xi Jinping, as well as looking back at the history of the two nations standing side by side during the war years and looking forward to a prosperous future together. Working with Chairman of the China Council for the Promotion of International Trade (CCPIT) Ren Hongbin on April 25, Vietnamese Ambassador to China Pham Thanh Binh asked CCPIT to continue to coordinate and create conditions for Vietnamese ministries, branches, localities, associations and enterprises to carry out exchange activities, connect businesses and promote trade in China.
On the occasion of the State visit to Laos by President Luong Cuong from April 24-25, Lao Foreign Minister Thongsavanh Phomvihane said that the visit created a new momentum, contributing significantly to deepening the great friendship between the two countries, making it more substantive and effective. Member of the Party Central Committee, Permanent Deputy Secretary of the Party Committee of the Ministry, Deputy Minister of Foreign Affairs Nguyen Manh Cuong affirmed the "unique relationship in the world" between Vietnam and Laos. Multilateral diplomacy
On April 21, the 81st session of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) officially opened in Bangkok, Thailand. The Vietnamese delegation was led by Ambassador Pham Viet Hung, Permanent Representative of Vietnam to ESCAP and Vietnamese Ambassador to Thailand. Ambassador Pham Viet Hung gave a speech on the role of science, information technology and innovation on April 24.

Other activities
On April 26, Permanent Deputy Minister Nguyen Minh Vu led a working delegation to visit and congratulate Professor and Conductor Le Phi Phi (son of the late Musician Hoang Van) on the occasion of the late Musician's collection being officially recognized by UNESCO as a World Documentary Heritage .
From April 23-25, Editor-in-Chief of The Gioi va Viet Nam Newspaper Nguyen Truong Son had a working trip to Greece to exchange experiences and promote international cooperation in the field of communications with a number of press and media agencies of the host country. A representative of Zougla Newspaper said that cooperation between the two press agencies will create more favorable conditions for spreading information and images about Vietnam to the Greek public and vice versa.
On April 25, the Party Committee of the Ministry of Foreign Affairs Office successfully organized the Party Congress for the 2025-2030 term. At the Congress, delegates listened to the Report summarizing the work for the 2024-2025 term and the direction and tasks for the 2025-2030 term; and the Report reviewing the leadership and direction of the Party Committee of the Ministry Office during the past term.
American scholars shared many touching messages about the reconstruction and building of bilateral relations after the war at the international scientific conference “50 years of national reunification: The role of peace-building diplomacy in history and present” on April 23.
