Policy dialogue promotes international cooperation in the field of Home Affairs

(Chinhphu.vn) - On the morning of November 27, in Hanoi, the Ministry of Home Affairs held a conference on "Policy dialogue between the Ministry of Home Affairs and international partners", with the participation of representatives from Vietnamese ministries, sectors, United Nations organizations, diplomatic agencies and many non-governmental organizations.

Speaking at the opening of the Conference, Deputy Minister of Home Affairs Vu Chien Thang emphasized that international cooperation has always been one of the major and consistent policies of the Party and State of Vietnam, implemented on the basis of an independent and autonomous foreign policy for the benefit of the nation. Vietnam proactively promotes peaceful , friendly, cooperative and developing relations, with an open foreign policy, multilateralization and diversification of international relations.

As of November 2025, Vietnam has established diplomatic relations with 195 countries and territories; built partnership frameworks at various levels, including 14 Comprehensive Strategic Partners, 11 Strategic Partners and 15 Comprehensive Partners. The socio -political situation is stable, the economy maintains an impressive growth rate, the average GDP in the 2013-2024 period reached about 6% and is expected to reach 8% in 2025; people's lives are increasingly improved.

Deputy Minister Vu Chien Thang affirmed that in this development process, the accompaniment of the international community plays an important role. United Nations agencies, international organizations, bilateral development partners and foreign non-governmental organizations have supported Vietnam in institutional reform, infrastructure construction, socio-economic development, climate change response, promoting equitable energy transition and enhancing global integration capacity.

In addition to achievements in foreign affairs, Vietnam is also carrying out a major reform of the political system apparatus towards streamlining, effectiveness and efficiency. In particular, the Ministry of Labor, War Invalids and Social Affairs has officially merged with the Ministry of Home Affairs since March 1, 2025.

Under the new model, the Ministry of Home Affairs will take on additional state management functions on labor, employment, gender equality and meritorious people, in addition to traditional home affairs areas. The expansion of functions requires improving international integration capacity and expanding cooperation with relevant organizations and partners.

At the same time, assigned by the Politburo, the Secretariat and the Government, the Ministry of Home Affairs will preside over the arrangement and reorganization of administrative units at all levels and build a two-level local government model that will officially operate from July 1, 2025. This is a large-scale reform process with a profound impact on the operation of the state apparatus, requiring technical support, experience and resources from international partners to ensure smooth and effective operation.

According to Deputy Minister Vu Chien Thang, the work of drafting documents for the 14th National Party Congress is currently underway. Many of the Party's major orientations on perfecting the socialist rule-of-law state, developing a modern, synchronous, and integrated labor market; creating stable jobs and ensuring social security - are all key areas that the Ministry of Home Affairs is responsible for. Therefore, policy dialogue with international partners is important, aiming to strengthen coordination, expand cooperation and effectively use support resources.

Prioritize administrative reform and labor market

At the Conference, representatives of the Department of Organization and Personnel introduced the new structure, functions and tasks of the Ministry of Home Affairs after the merger; the Department of International Cooperation presented an overview of the Ministry's integration and international cooperation process in recent times.

Ms. Ha Thi Minh Duc, Deputy Director of the Department of International Cooperation, said international integration is a regular and key task of the Ministry of Home Affairs, especially in the context of the Ministry taking on many new areas related to labor, employment and gender equality.

In 2025, the work of international integration and cooperation achieved many outstanding results such as: The Ministry participated in the development and promulgation of many important laws on civil service, local government, labor and social security; worked with 12 United Nations agencies; chaired the development of ASEAN documents; expanded the labor market to Europe; and simultaneously implemented many intensive training and development courses in Japan, France, and Australia.

The Ministry also promotes human rights work, integrates international conventions into industry management, participates in major trade negotiations, and approves many aid programs and projects.

However, according to Ms. Ha Thi Minh Duc, international integration in the coming time will face many challenges. Domestically, the public administration system needs to continue to be streamlined and modernized; the digital capacity and administrative culture of a number of officials are still limited; resources to implement reform tasks are uneven.

At the international level, Vietnam must meet increasing demands for compliance with international conventions related to human rights and labor standards, while adapting to global trends such as population aging, climate change, automation, and the rise of digital work.

To overcome the challenges, the Ministry of Home Affairs proposed to continue strengthening multilateral cooperation with the United Nations and ASEAN; promoting bilateral cooperation through specialized technical projects and new memorandums of understanding; and maintaining policy dialogue mechanisms with international partners.

Regarding priority content, the Ministry focuses on administrative reform, institutional improvement, building a streamlined and modern government, improving the quality of public personnel management, promoting e-government and digital government. In the field of labor, the Ministry focuses on developing a modern labor market, protecting workers, training skills to adapt to the 4th Industrial Revolution and green economy, and managing migrant workers in the context of population aging.

At the conference, representatives of international organizations such as ILO, IOM, UNDP and UN Women shared new international trends in public human resource management, administrative reform, labor market development and promoting gender equality. Partners also proposed expanding cooperation in the coming time, aiming at developing high-quality human resources, strengthening institutional capacity and supporting Vietnam to participate more deeply in global initiatives.
