Attending the Congress were comrades: Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee; Lo Van Phuong, member of the Provincial Party Committee, Chairman of the Provincial People's Council; Mua A Vang, alternate member of the Party Central Committee, member of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; Lo Van Mung, member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission; Lo Van Tien, Vice Chairman of the Provincial People's Committee.

Also attending the Congress were comrades: Nguyen Minh Triet, Secretary of the Central Youth Union; Nguyen Kim Quy, Permanent Vice President of the Central Youth Union of Vietnam; representatives of the provincial Youth Unions of Son La, Lai Chau , Lao Cai, Yen Bai, Hoa Binh and 250 delegates representing the strength of solidarity, will and aspirations of over 98,000 members in the whole province.

In the 2019 - 2024 term, under the direction and leadership of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the attention of the Central Committee of the Vietnam Youth Union, the coordination of all levels and sectors, the work of the Union and the youth movement in the province achieved many important results. Notably, the direction work had many innovations, was practical, clear, focused, and had key points; patriotic emulation movements were organized practically and effectively in conjunction with the implementation of the Resolutions of the Party Congresses at all levels. During the term, the Union chapters at all levels in the province organized over 1,900 activities of "Repaying gratitude, remembering the source when drinking water"; renovating, repairing, and cleaning over 523km of rural roads; dredging 370km of canals and sewers, attracting 150,400 young people to participate. Organizing counseling, career guidance, and job introduction for over 67,200 young people of working age; Of which, nearly 7,000 workers have stable jobs; the Association's facilities also coordinated to build 71 charity houses; 138 boarding houses and beautiful schools for children; 93 playgrounds for children; provided free medical examination and medicine to 26,636 people with a budget of nearly 2.8 billion VND...

In the 2024 - 2029 term, the Vietnam Youth Union of the province has identified 10 key targets, including striving for 100% of cadres and members to be thoroughly informed and educated, and 80% of young people to be informed and disseminated the resolutions of the Party, Youth Union and Association; 100,000 young people to have access to digital capacity building activities, proficient use of digital media; 40,000 young people to receive career counseling and guidance...

Comrade Nguyen Minh Triet, Secretary of the Central Youth Union, presented Certificates of Merit from the Central Committee of the Vietnam Youth Union to collectives and individuals.

Comrade Tran Quoc Cuong, member of the Party Central Committee and Secretary of the Provincial Party Committee, commended and acknowledged the results achieved by the Youth Union at all levels in the province during the past term; at the same time, affirmed that these contributions have contributed to the successful implementation of the Resolutions set forth by the Party Congresses at all levels.

In the 2024 - 2029 term, the Provincial Party Secretary requested the Vietnam Youth Union to continue to promote its leadership role and carry out well 5 groups of tasks; in which, it is necessary to further promote the vanguard role of youth as a large, young, and potential social force. To do that, it requires the Youth Union and its member organizations to continue to innovate the content and methods of operation, improve the quality and effectiveness of revolutionary action movements, expand the solidarity front, gather young people, strive to overcome all difficulties, compete in studying, working, and being creative to seize new opportunities and fortunes, making practical contributions to the cause of innovation and building the homeland of Dien Bien to become more and more developed.

Comrade Lo Van Tien, Vice Chairman of the Provincial People's Committee, awarded Certificates of Merit of the Provincial People's Committee to collectives and individuals.

With the spirit of democracy and responsibility, the Congress discussed and consulted 41 comrades to participate in the Provincial Committee of the Vietnam Youth Union, term VI, 2024 - 2029; consulted on the positions of Chairman and 3 Vice Chairmen of the Provincial Vietnam Youth Union. Comrade Mua Chien Thang, Standing Deputy Secretary of the Provincial Youth Union, was elected by the Congress to hold the position of Chairman of the Provincial Vietnam Youth Union, term VI, 2024 - 2029. The Congress also unanimously approved the list of 11 official delegates and 3 alternate delegates to attend the 9th National Youth Union Congress.

On this occasion, the Central Committee of the Vietnam Youth Union awarded Certificates of Merit to 4 collectives and 11 individuals; the Provincial People's Committee awarded Certificates of Merit to 1 collective and 2 individuals with outstanding achievements in the Association's work for the 2019-2024 term.
