Comrade Pham Minh Doan , member of the Communist Party of Vietnam , born on February 24, 1945, in Vinh Long commune, Vinh Loc district, Thanh Hoa province. Permanent residence at No. 36, Tran Oanh street, Truong Thi ward, Thanh Hoa city; former Deputy Secretary of Thanh Hoa Provincial Party Committee, former Chairman of Thanh Hoa Provincial People's Committee; former member of the Executive Committee of Thanh Hoa Provincial Party Committee (term XIII, XIV, XV); former Director of Thanh Hoa Department of Trade; former Director of Thanh Hoa Tax Department; former Deputy Director of Thanh Hoa Department of Finance.
