Contribute opinions to the draft regulations on land use fees and land rent

- On the afternoon of May 20, Deputy Prime Minister Tran Hong Ha chaired a meeting on the draft Decree of the Government regulating land use fees and land rents. The meeting was held in person and online to localities nationwide.

The 2024 Land Law, passed by the 15th National Assembly at the 5th Extraordinary Session on January 18, 2024, has changed contents related to land finance and assigned the Government to specify in detail a number of contents on land finance. This includes the contents on land use fees and land rent (in Clause 2, Article 30, Clause 3, Article 153, Clause 5, Article 155, Clause 3, Article 156, Clause 4, Article 157, Point d, Clause 2, Article 257).

To implement the plan to implement the Land Law, the Ministry of Finance has presided over and coordinated with relevant ministries, central agencies and localities to draft the Law. Government Decree regulating land use fees and land rents.

Accordingly, the draft consists of 5 chapters with 54 articles. At the meeting, delegates focused on discussing and giving opinions on a number of contents in the draft Decree, including: the calculation of land use fees and land rent when changing detailed planning without changing the decision on land allocation and land lease; principles of exemption and reduction of land use fees and land rent; unit price of land rent for annual land rent payment; period of stable land tax for annual rent payment; regulations on exemption and reduction of land use fees and land rent; other cases of exemption and reduction of land use fees and land rent; procedures for calculating, collecting and paying land use fees and land rent; transitional regulations on the amount of money that land users must pay additionally for the period when land use fees and land rent have not been calculated; transitional regulations for land of public service units.

Concluding the meeting, the Deputy Prime Minister acknowledged the initiative and efforts of ministries, branches and localities in coordinating to participate in developing the contents of the draft Decree as well as the dedicated and responsible contributions at the meeting.

He requested the drafting agency to fully and maximally absorb the comments of ministries, branches, central and local agencies to complete the draft content on time and in accordance with regulations.
