Dong Ha improves the quality of administrative reform

With the viewpoint of taking people and businesses as the center, taking the satisfaction of organizations and individuals as a measure of the quality and efficiency of public services as well as the service of state administrative agencies, from the policies of the central government, the province and local practices, the People's Committee of Dong Ha city has implemented many solutions.

Notably, the Standing Committee of the City Party Committee issued Action Program No. 27 dated December 10, 2021 to implement Resolution No. 01 dated November 4, 2021 of the Provincial Party Committee on promoting administrative reform in Quang Tri province for the period 2021-2025; Plan No. 199 dated January 17, 2024 to implement Directive No. 35 dated December 11, 2023 on strengthening the leadership of Party committees at all levels in administrative reform, enhancing responsibility for performing public duties, contributing to improving the provincial competitiveness index.

Along with that, the City People's Committee also issued Plan No. 2715 dated December 16, 2021 on administrative reform of Dong Ha city in the period of 2021-2025, with a vision to 2030; Plan No. 1952 dated August 31, 2023 on implementing Resolution No. 02 of the Party Committee of the Provincial People's Committee on determination to implement solutions to improve and enhance the Public Administration Reform Index (PAR INDEX), the Satisfaction Index of People and Organizations on the Service of State Administrative Agencies (SIPAS), the Public Administration Performance Index (PAPI) in the area by 2025.

The City People's Committee also strengthens monitoring, inspection, supervision and organizes periodic meetings on administrative reform as well as organizes the signing of commitments of responsibilities of heads of agencies and units to improve PAR INDEX, SIPAS, PAPI... Focus on reviewing and proposing simplification plans, promoting the announcement, posting and publicization of administrative procedures (AP) according to regulations, and at the same time focusing on directing the settlement of APs.

Chief of Office of Dong Ha City People's Committee Hoang Trong Quang said that to improve the efficiency of administrative reform and quickly resolve administrative procedures, the unit has implemented synchronous and drastic solutions. In particular, it focuses on publicizing the process, procedures, and conditions for resolving administrative procedures; upgrading and putting into use standardized software in administrative procedure fields to deploy online public services.

Review the functions, tasks, powers, organizational structure, and staffing of specialized agencies and public service units to arrange them appropriately, ensuring streamlining and efficiency in handling work, associated with good implementation of the work of evaluating the annual task completion level of agencies and units.

Pay attention to improving the professional capacity, responsibility, civilized and polite service attitude of the staff, civil servants and public employees to create convenience and comfort for people, businesses and organizations when coming to resolve administrative procedures. In order to continuously improve the quality of the staff doing administrative reform work, in 2024, the City People's Committee organized 2 training courses on knowledge and skills in administrative reform work for more than 500 trainees who are staff, civil servants and public employees of sectors, agencies, units and People's Committees of wards.

Coming to resolve the administrative procedure of land use conversion at the "one-stop" department of Dong Ha City People's Committee, Ms. Nguyen Thai Linh, in Dong Thanh ward, was impressed with the working style of the staff here. "I thought that there would be many procedures and I would have to go back and forth many times, but when receiving the documents, the staff checked and guided me carefully and enthusiastically about the types of documents that needed to be supplemented, so that in just today, I had supplemented them all and received a notice of the date to receive the results. This way of working is professional, creating convenience and comfort for us," said Ms. Linh.

Also satisfied like Ms. Linh, Mr. Dang Dinh Hieu, in Quarter 6, Ward 3, came to do birth registration procedures for his daughter at Ward 3 People's Committee and shared: "The way the staff handled the paperwork made me feel that I received attention and respect from the government. Working like this is civilized and professional." This is also the way that agencies and units in the city focus on implementing, contributing significantly to the annual rate of handling documents correctly and before the deadline reaching over 99%.

To continue improving the quality of administrative reform work, the People's Committee of Dong Ha city will regularly monitor, urge, evaluate the situation and results achieved, promptly remove difficulties and obstacles in administrative reform work. Regularly inspect and evaluate the tightening of discipline, administrative discipline, innovation of working style, creating strong and positive changes in the performance of public duties of officials, civil servants and public employees of the city.

At the same time, focus on handling administrative procedure records, minimizing the situation of overdue records, promoting the implementation of handling administrative procedures through online public service portals, online payments, digitizing records, and ensuring the highest rate of handling administrative procedures.

Strengthening the application of information technology in state agency activities; effectively applying specialized digital signatures in directing and managing the sending and receiving of electronic documents and handling administrative procedures as well as implementing the construction of e-government, digital transformation associated with the construction of smart cities according to plan, ensuring that each citizen has access to and benefits from the city's digital transformation.
