
In the draft Decree on decentralization of state management tasks in the field of home affairs, the Ministry of Home Affairs proposed that the Government decentralize to the People's Committees of provinces and cities based on the socio-economic conditions of each ward and commune to apply the minimum wage for workers working under contracts. This level must not be lower than the minimum wage prescribed by the Government annually.
The areas where the minimum wage will be applied from July 1 are expected to be as follows:
Region I and II : Communes and wards of Hanoi City.
Regions I, II and III : Communes and wards in Ho Chi Minh City and Hai Phong City.
Regions II, III and IV : Communes and wards in the provinces of Bac Ninh, Ninh Binh, Hung Yen, Phu Tho, Lao Cai, Thai Nguyen, Thanh Hoa, Nghe An, Quang Tri, Khanh Hoa, Lam Dong, Vinh Long, Dong Thap, An Giang, Ca Mau and the cities of Hue, Da Nang, Can Tho.
Regions I, II, III and IV : Communes and wards in the provinces of Quang Ninh, Dong Nai and Tay Ninh.
Region III, IV : Communes and wards in the provinces of Tuyen Quang, Cao Bang, Dien Bien, Lai Chau, Son La, Lang Son, Ha Tinh, Quang Ngai, Gia Lai, Dak Lak.
The Decree delegates authority to the Chairman of the People's Committee at the commune level to receive reports from labor leasing enterprises, collective labor agreements and notices of temporary closure of workplaces, while current regulations on this content belong to the provincial and district levels.
The Decree is expected to take effect from July 1, 2025 to February 28, 2027. In case the laws, resolutions of the National Assembly, documents of the National Assembly Standing Committee or the Government cited in the content of this Decree are amended, supplemented or replaced after July 1, the new regulations shall apply.
The current minimum wage is applied to four regions linked to district-level administrative units, but from July 1, this level will be abolished, leaving only provinces, communes and wards. The current monthly minimum wage in region I is 4.96 million VND; region 2 is 4.41 million VND; region 3 is 3.86 million VND and region 4 is 3.45 million VND. The hourly minimum wage in the four regions is 23,800 VND, 21,200 VND, 18,600 VND and 16,600 VND, respectively.
According to the report of the Ministry of Home Affairs sent to the Government on May 8, after the merger, the whole country has 34 provincial-level administrative units, including 6 centrally-run cities. The total number of commune-level administrative units after the merger is 3,321, including 2,636 communes, 672 wards and 13 special zones. There are 3,193 new communes and wards formed due to the merger and 128 communes and wards remain the same, a decrease of 6,714 units compared to the present (66.91%).
