Dong Nai Provincial People's Committee has just issued an official dispatch requesting the relevant agencies to complete site clearance for component project 1 - Bien Hoa - Vung Tau Expressway Project section through Long Thanh district this November; basically complete site clearance for component project 1 section through Bien Hoa city in December; complete site clearance for component project 2 in October.

Regarding construction implementation, Dong Nai Provincial People's Committee requested to basically complete the construction of the two above-mentioned projects in 2025 and put into operation the project sections passing through the province from 2026.
To achieve the above objectives, the Provincial People's Committee requires relevant units to mobilize the entire political system to participate in site clearance work, mobilize people and mass organizations to participate in support, and resolutely complete the work on schedule without delay. Along with that, focus on relocating the technical infrastructure system.
Bidding and contractor selection must be urgent, objective, and transparent in accordance with the law. Resolutely fight against bidding, embezzlement, corruption, loss, and waste. At the same time, focus on drastic solutions to ensure adequate and timely supply of construction materials.
Dong Nai Provincial People's Committee also reminded units to speed up progress but must ensure quality, labor safety, environmental sanitation, and aesthetics. In particular, the residential road must be restored after completion of construction. Construction must minimize impacts on people's lives.
According to the People's Committee of Dong Nai province, this is one of the required contents in the plan to implement the peak emulation campaign "500 days and nights of emulation to complete 3,000 km of expressway" according to Decision No. 1008 of the Prime Minister .
Up to this point, for component project 1 - Bien Hoa - Vung Tau Expressway Project, localities have handed over over 82 hectares of land, equivalent to over 60%. Of which, Bien Hoa City has handed over 31.58 hectares, but the area that can be constructed in the field is only about 12 hectares; Long Thanh District has handed over 50.47 hectares, reaching 65%, but the area that can be constructed is about 35 hectares. In component project 2 of Bien Hoa - Vung Tau Expressway, Long Thanh District has handed over over 75% of the land, and the locality continues to commit to handing over the remaining area in November.
According to the original plan, Dong Nai province will clear the land for the above two component projects with the plan to hand over 70% of the land area before June 30, the remaining area before December 31, 2023. However, the progress of land clearance did not meet the requirements, so Dong Nai Provincial People's Committee launched a "30-day and night" campaign to carry out land clearance work with the deadline on June 30; the campaign was extended to September 15 and then October 15, 2024 according to the commitment to the Government.
The delay in site clearance is due to many reasons such as problems in counting and determining compensation, people buying and selling land by hand, illegally building houses on agricultural land. At the same time, there are also many cases where people do not agree with the compensation price and have not accepted to relocate because Bien Hoa City has not yet built a resettlement area.
