
The mines include: Tan Cang 2, Tan Cang 7, Tan Cang 9, Ap Mieu, Nui Nua, Thien Tan 4 and Thien Tan 5.
The highlight of the two resolutions is to allow a maximum increase of 50% in mining capacity compared to the existing license for mines that are still valid and in line with the planning, while at the same time prioritizing the supply of materials for national projects and key traffic works. This is considered a timely solution, helping businesses proactively expand production capacity, increase the supply of construction materials, and reduce the risk of shortage - a factor that often threatens the progress of large projects.
In addition to expanding capacity, the special mechanism also shortens a series of administrative procedures and quickly resolves legal problems. This is especially important when Dong Nai is implementing many large-scale projects such as Long Thanh International Airport, Bien Hoa - Vung Tau Expressway, Ho Chi Minh City Ring Road 3, and a network of connecting roads, beltways and expressways that are about to start construction.

Currently, Dong Nai province has 23/33 quarries capable of supplying materials for key projects. In addition to the 7 mines with expanded capacity, Tan Cang 1 mine has also been approved to apply the mechanism according to Resolution 66.4/2025/NQ-CP of the Government . At the same time, Thien Tan 7 and Thien Tan 9 mines are being reviewed to be added to the list of mines applying special mechanisms.
The Department of Agriculture and Environment said it will continue to review and encourage eligible businesses to register to expand capacity according to Government resolutions, in order to increase material supply and ensure progress of key projects.
