On October 24, a national scientific conference with the theme "Modernizing and improving Vietnam's higher education , creating breakthroughs in developing highly qualified human resources and talents, leading research and innovation" took place at Ho Chi Minh City National University.
The workshop was jointly organized by the Central Propaganda and Mass Mobilization Commission, the Party Committee of the Ministry of Education and Training , and Ho Chi Minh City National University, to disseminate and guide the implementation of Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development.
The key content is to raise awareness, make proposals and recommendations to concretize breakthroughs to modernize and improve Vietnamese higher education.
Attending the workshop were Mr. Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission; Mr. Huynh Thanh Dat, Party Central Committee member, Deputy Head of the Central Propaganda and Education Commission; Mr. Nguyen Van Phuc, Deputy Minister of Education and Training; representatives of the leadership of Ho Chi Minh City National University along with managers, scientists and experts in the field of education.

Resolution 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development has set out strategic goals, tasks and solutions with long-term vision for the new development stage of the country.
The Resolution affirms that education and training development is the cause of the Party, the State and the entire people, and is a key pillar to improve people's knowledge, develop human resources, nurture talents and create a central driving force for the country's rapid and sustainable development.
Breakthroughs in education and training must start with innovation in thinking, awareness and institutions; create strong changes in resources, motivation and development space; improve comprehensive quality, ensure the State plays a leading role, public investment is leading, and at the same time mobilize and effectively promote social resources for the modernization of national education.
In which, university education is the core in developing highly qualified human resources and talents, promoting the development of science, technology and innovation, playing a key role in realizing the goals of rapid and sustainable national development.

Speaking at the workshop, Mr. Nguyen Trong Nghia, Head of the Central Propaganda and Mass Mobilization Commission, highly appreciated the agencies for their close, synchronous and effective coordination in organizing this event.
Resolution 71-NQ/TW of the Politburo on breakthrough in education and training development is one of the seven Resolutions of the Politburo with strategic policy significance, creating a unified whole, a breakthrough to bring the country into a new era - the era of national growth, for a peaceful, independent, democratic, prosperous, civilized, happy Vietnam, firmly advancing towards socialism.
To effectively implement Resolution 71-NQ/TW, focusing on modernizing and improving higher education, creating breakthroughs in developing highly qualified and talented human resources, and leading research, Mr. Nguyen Trong Nghia suggested that experts and scientists focus on exchanging, discussing, analyzing, and clarifying a number of contents.

Firstly, continue to research, thoroughly grasp and propagate Resolution 71-NQ/TW so that it penetrates the awareness of the entire political system and society, creating strong changes in thinking, will and determination to act from the Central to local levels and higher education institutions.
Party committees, agencies, and higher education institutions, especially the team of education managers, teachers, experts, and scientists, need to firmly grasp the core guiding viewpoints, strategic goals, tasks, and breakthrough solutions set forth in the resolution.
Second, focus on perfecting institutions, mechanisms, and policies, especially specific and outstanding mechanisms and policies, and the strategic framework for developing higher education and training. Spending on higher education must reach at least 3% of total state budget expenditure.
Promote the development of higher education institutions according to the model of research universities, innovative universities, new generation technology universities, and sustainable universities. Effectively implement the State - School - Enterprise cooperation mechanism in investment and development of higher education.
In this task, Mr. Nguyen Trong Nghia noted the task of promoting decentralization and delegation of power associated with resource allocation, ensuring full and comprehensive autonomy and self-responsibility of higher education institutions; and streamlined, unified and effective university governance.
Clearly define the comprehensive leadership role of the Party Committee and the operating mechanism when implementing the Party Committee Secretary concurrently as the head of the higher education institution and not organizing school councils in public higher education institutions (except for public schools with international agreements).

Third, strongly innovate the training program in the direction of "standardization, modernization, democratization, socialization and international integration". Focus on comprehensive education of morality, intelligence, physical fitness and aesthetics, contributing to building and spreading the national value system, cultural value system, family value system, and value system of Vietnamese people in the new era. Correctly assess the actual capacity of learners, ensure unified and strict control of input standards and output quality.
Promote comprehensive digital transformation, build digital platforms, smart platforms, and apply artificial intelligence (AI) in higher education. Develop and implement a new national target program on modernization and improving the quality of education and training for the 2026-2035 period, with priority given to investment in higher education.
Fourth, develop a team of lecturers, researchers, experts, scientists, and educational administrators with sufficient capacity, quality, and prestige to meet the requirements of modernization and upgrading of higher education. Maximize the autonomy mechanism to build competitive and outstanding remuneration policies to attract and utilize talents, especially outstanding domestic and international experts.
Building a university education environment that ensures democracy, solidarity, discipline, promotes research, innovation, and academic freedom. Pay special attention to investing in and developing the next generation, especially young intellectuals and scientists.
Fifth, promote deep international cooperation and integration in higher education and training, especially in key areas and emerging technologies. Pay attention to applying international standards suitable to Vietnam's conditions and circumstances. Encourage cooperation and training links according to digital education models, across borders.

The workshop attracted more than 40 presentations, structured into 4 topics: University policy and governance; Human resource training and development; Scientific research, technology and innovation; Integration and sustainable development.
The discussion sessions went straight to the hottest issues, from perfecting institutions and modern university governance models, to solutions to effectively mobilize resources to develop universities, aiming for universities to not only be places to train high-quality human resources but also centers for research, innovation and elite training of the country, and the central driving force of national development.
In addition, the conference attracted leading university experts and international organizations such as the World Bank, Singapore Management University, and large enterprises.
