The 10th session of the 15th National Assembly ended its first exciting working week, marking an important milestone in its term.

With a sense of responsibility, creativity and a strong desire to create and innovate in thinking and action, the National Assembly and the Government have handled a huge amount of work, from legislation, supervision to personnel, affirming their active and proactive role for the country's sustainable development.

Voters and people across the country have acknowledged and highly appreciated: The 15th National Assembly, up to now, with 19 sessions, has passed 45 legal resolutions, amended many laws and especially achieved absolute consensus when amending the 2013 Constitution. National Assembly Chairman Tran Thanh Man emphasized: Innovative legislative thinking, changing the mindset of "if you can't manage, then ban", instead, shifting to decentralization, delegation of power, increasing flexibility and feasibility.

Many important reports and draft laws were discussed enthusiastically and thoroughly. Evaluating the draft Report on the work of the 15th National Assembly, Chairman of the Ethnic Council Lam Van Man said that the 15th National Assembly had excellently completed its tasks in the context of many challenges and a huge workload. Delegates suggested that the 16th National Assembly continue to be a pillar of institutional development, meeting the requirements of international integration; on the other hand, research to shorten the legislative process, strengthen social criticism, and participation of experts and people.

This 10th session has received attention from society because it not only summarizes the achievements of the 2021-2026 term but also lays the foundation for the 16th National Assembly. With a strong spirit of innovation, the new National Assembly is expected to continue to shorten the legislative process, strengthen social criticism and apply technology to meet the requirements of international integration. At the parliamentary forum and at meetings and contacts with voters in many localities, National Assembly Chairman Tran Thanh Man affirmed: The ultimate goal is to ensure that laws and resolutions are truly implemented, meeting practical requirements and removing bottlenecks for the country's development.

Through recent sessions, voters and people have recognized that, in the context of a rapidly changing world, with challenges from digital transformation, AI and global integration, the proactiveness and creativity of the National Assembly and the Government are key factors for Vietnam to maintain growth momentum and enhance its national position. The achievements in the past term, from impressive economic growth, social security care to deep integration, are proof of the country's aspirations to reach further.

The National Assembly recently focused on discussing in groups the 2021-2026 term work reports of the President and the Government; the draft 15th term work report of the National Assembly; the 15th term work reports of the National Assembly Standing Committee, the Nationalities Council, the National Assembly Committees, the State Audit; and the 2021-2026 term work reports of the Supreme People's Court and the Supreme People's Procuracy.

In the working schedule last week, the draft Law on Press (amended) was considered one of the focal points, aiming to build a revolutionary, professional, and humane press. Minister of Culture, Sports and Tourism Nguyen Van Hung affirmed that the draft expands the space for online press activities, promoting the press economy with the model of "multimedia key media agency".

The Minister also emphasized the spirit of development creation, creating a favorable legal corridor for the press to develop in the new period. Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh and many delegates said that it is necessary to clarify criteria and specific financial mechanisms for press agencies to develop sustainably, responding to the digital age.

Through discussion and comments, many National Assembly deputies and voters recognized that the National Assembly's supervisory activities were assessed as systematic and substantial, with many topics of supreme supervision and in-depth questioning sessions. The draft Law on Supervisory Activities of the National Assembly and People's Councils (amended) introduced at this session clarifies authority, overcomes duplication, and enhances accountability.

Delegate Ta Dinh Thi (Hanoi Delegation) emphasized the important role of applying digital technology as key; and suggested the need to build a central-local interconnected monitoring database, digitizing the entire monitoring process to increase transparency and reduce costs.

Regarding the draft regulations on financial resources to ensure monitoring activities, according to some delegates: It is necessary to clarify the budget allocation mechanism, specifically flexibility in monitoring activities, ad hoc monitoring, thematic monitoring... especially at grassroots people's councils.

Referring to the supervisory authority, delegate Mai Van Hai (Thanh Hoa Delegation) suggested that the National Assembly Standing Committee should only assist the National Assembly in exercising its supreme supervisory power and supervising compliance with the Constitution, laws, resolutions of the National Assembly, and resolutions of the National Assembly Standing Committee.

The innovation of the 15th National Assembly at the session was demonstrated through the construction of a “digital National Assembly”, specifically, the application of information technology and AI to help delegates access documents, give comments and supervise more effectively. The determination of the Party and State leaders and each National Assembly delegate to see AI applications integrated into legislative and supervisory activities has created a breakthrough in the way the National Assembly operates.

From digitizing documents, synthesizing opinions to publicizing supervision results, technology has become a powerful tool, helping the National Assembly quickly respond to practical requirements and international integration.

On the last working day of the first week, the National Assembly completed personnel work with high consensus, approving the appointment of two Deputy Prime Ministers and three Ministers; in which Ms. Pham Thi Thanh Tra became the first female Deputy Prime Minister, demonstrating innovation in the leadership structure, affirming the role of women in the State apparatus.

Delegate Nguyen Thi Viet Nga (Hai Phong Delegation) and many National Assembly delegates commented that the personnel process ensures democracy and transparency, and the high approval rate demonstrates the responsibility and intelligence of the National Assembly.

During the second working week of the 10th Session, the National Assembly discussed and considered many important issues on the agenda: Discussing the Report of the Supervisory Delegation and the draft Resolution of the National Assembly on the results of thematic supervision; Evaluating the results of the implementation of the 2025 socio-economic development plan; Results of the implementation of the National Assembly's resolutions and many other important contents. The duration of live television and radio broadcasts at many meetings in the hall was increased so that voters and people could conveniently follow the important contents and developments of the last session of the 15th National Assembly.
