Developing connecting railways
In recent years, Binh Duong has focused on investing and synchronously planning transport infrastructure, such as expanding key routes connecting to key economic zones, linking industrial parks, tourist areas, and logistics centers to strengthen regional connectivity, promote trade, develop tourism, and improve the efficiency of the supply chain in the region. Binh Duong's planning for the 2021-2030 period, with a vision to 2050, has proposed plans to complete the construction of transport infrastructure. In particular, for the national railway, Binh Duong will follow the Railway Network Planning for the 2021-2030 period, with a vision to 2050 approved by the Prime Minister; study and supplement the construction of the Bau Bang - Moc Bai railway connecting the Ho Chi Minh City - Loc Ninh railway and the railway connecting the provinces in the Central Highlands with the Ho Chi Minh City - Tay Ninh railway. For urban railways, Binh Duong is researching and investing in the construction of 12 routes, such as route 1 from Binh Duong New City to Suoi Tien; route 1B from Tan Dong Hiep through An Binh station to Go Dua intersection, Ho Chi Minh City; route 2 from Thu Dau Mot City to Binh Phuoc intersection, Ho Chi Minh City; route 3 from Tan Uyen City to Go Dua intersection, Ho Chi Minh City...
Recently, at the 22nd Session (special session), the Provincial People's Council reviewed and approved the Project to mobilize resources to implement the urban railway project No. 1 ( Binh Duong New City - Suoi Tien, Ho Chi Minh City). Mr. Nguyen Thanh Toan, Director of the Department of Finance, said that the urban railway project No. 1 is consistent with the railway development perspective in adjusting the Vietnam railway transport development strategy to 2020, with a vision to 2050 and the Binh Duong Provincial Planning for the period 2021-2030, with a vision to 2050. The project aims to solve the problem of traffic congestion; link the development of railway transport with urban development, ensure national defense, security, environmental protection, realize the strategy and planning for the development of the transport system and the railway system, promote the socio-economic development of localities in the region.
Accordingly, the project starts at SI station - Binh Duong New City Center Station (Hoa Phu Ward, Thu Dau Mot City), ends at Suoi Tien bus station (Ho Chi Minh City urban railway line No. 1, Binh Thang Ward, Di An City). The main line is 32.43km long, passing through 4 cities: Tan Uyen, Thu Dau Mot, Thuan An and Di An; designed speed is 120km/h; expected to have 19 stations and 1 depot in Phu Chanh Ward, Tan Uyen City. The elevated route from Binh Duong New City Center Station (connecting with Binh Duong station of the Ho Chi Minh City - Loc Ninh national railway) follows Hung Vuong Street to the intersection with DX.01 Street, follows DX.01 Street to My Phuoc - Tan Van Street, passes Binh Chuan intersection, parallel to Ho Chi Minh City - Loc Ninh railway, Trang Bom - Hoa Hung to Suoi Tien Station. The route connects Binh Duong New City, Thuan An City, Di An City with Suoi Tien tourist area, and together with metro line No. 1 (Suoi Tien - Ben Thanh) of Ho Chi Minh City, forms an urban railway line of the region (Binh Duong New City - Suoi Tien - Ben Thanh).
The preliminary total investment for the entire project route, for option 1, is about 64,370 billion VND; of which the expected provincial budget capital is 28,109 billion VND, the capital for exploiting the urban development model according to the orientation of public transport development (TOD) is 23,387 billion VND, and the central government supports 12,874 billion VND. For option 2, investing from A1 roundabout (Binh Duong New City) to Suoi Tien, not investing in the depot in Tan Uyen City but sharing the Long Binh depot of Ho Chi Minh City, the preliminary total investment is about 56,301 billion VND; of which the expected provincial budget capital is 21,654 billion VND, exploiting TOD is 23,387 billion VND, and the central government supports 11,260 billion VND.
Regarding the implementation roadmap, it is expected to be submitted to the National Assembly in May 2025. The National Assembly will approve the project investment policy in June to July 2025. The project will start construction in 2027; completion and operation in 2031.
According to the Provincial Planning for the period 2021-2030, with a vision to 2050, to develop the transport network, Binh Duong must develop a transport system that is unified, reasonable, synchronous, modern, environmentally friendly and in line with the development orientation of the country, the Southeast region and the province. In particular, Binh Duong prioritizes the development of an inter-provincial transport system. |
Building riverside roads, promoting development
At the recent 22nd Session (special session), the Provincial People's Council reviewed and approved the decision on investment policy for the project to build a road along the Saigon River from National Highway 13 (near Vinh Binh Canal) to Vinh Phu 40 Street. According to Mr. Nguyen Anh Minh, Director of the Department of Construction, Thuan An City is located in a dynamic economic zone and has a very important geographical position in the socio-economic development strategy of Binh Duong. The area bordering the Saigon River in Vinh Phu Ward, Thuan An City has not yet developed to its full potential due to the unfavorable traffic infrastructure system, which has not created the driving force to promote socio-economic development and increase the urbanization rate for the area. Therefore, it is necessary to have an urban renovation route running through this area, connecting local roads with the provincial and national highway networks, directly connecting areas in the city to exploit the advantages of the area bordering the Saigon River and unleashing the inherent potential of the area. The Saigon River Road will be one of the key traffic routes connecting the region to contribute to the socio-economic development of the province.
The total investment for this project is expected to be about VND 4,942 billion 610 million, from the provincial budget and other legal sources. The project is divided into 2 component projects, including the project to clear the Saigon River road from National Highway 13 (near Vinh Binh canal) to Vinh Phu 40 road, preparing for investment and implementing the project in the period of 2025 - 2027; the project to build the Saigon River road from National Highway 13 (near Vinh Binh canal) to Vinh Phu 40 road with the investment preparation roadmap for the period of 2025 - 2026 and project implementation for the period of 2026 - 2030.
Binh Duong will prioritize capital, promptly remove difficulties, strive to speed up the progress of important projects, create breakthroughs in economic development and regional connectivity. With the spirit of proactive investment in infrastructure construction, Binh Duong is increasingly completing its transport infrastructure, creating a driving force and potential to attract domestic and foreign investment to promote socio-economic development and improve the quality of life of the people.
Dr. Le Xuan Thanh, Scientific Secretary of the Central Theoretical Council: Binh Duong has accumulated a large infrastructure foundation, along with a large space for the next steps of development. This is a valuable achievement of the province's planning and implementation process. Binh Duong's infrastructure is increasingly being completed with high quality. To promote the development of regional economic linkages with Binh Duong, the province needs to study the formation of a railway transport system in the Southeast region. |
