Important turning point
- How do you perceive the "breakthrough" significance of Resolution No. 71-NQ/TW for the development of education and training in relation to science, technology and innovation?
- On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation. On August 22, 2025, the Politburo issued Resolution No. 71-NQ/TW on breakthroughs in education and training development.
These are all "breakthrough" resolutions for the development of the education - training and science - technology sectors; an important turning point, laying the foundation for strong and comprehensive reforms in these two sectors, creating a breakthrough for Vietnam to rise up in the era of knowledge and technology.
We all realize that education and training are the foundation for training people, forming high-quality human resources with knowledge, skills, and creative thinking. This is the core force for developing science, technology, innovation, and digital transformation. In contrast, science, technology, innovation, and digital transformation are the driving force to promote human intelligence; providing modern tools, environments, and methods to innovate and improve the quality of education and training.
Resolution No. 57-NQ/TW and Resolution No. 71-NQ/TW together form a “parallel axis” in the country’s development strategy. One side is human resources (education); the other side is the tools and driving force for development (science, technology, innovation, digital transformation). If there is only technology without good people, development is impossible. Conversely, having good people without a modern technological environment is also difficult to develop.
The issuance of the two resolutions is considered an important breakthrough, affirming the dialectical relationship and close connection between education and training with science and technology, innovation and digital transformation.
From the perspective, goals and solution system, both resolutions emphasize the need to increase investment, innovation, improve the quality of education and training, and ensure high-quality human resources to meet the requirements of science and technology development, innovation and national digital transformation.
At the same time, the resolutions aim to promote comprehensive digital transformation, popularize and strongly apply digital technology and artificial intelligence in education, closely link training - research - scientific development and innovation, and form an open, modern educational ecosystem that adapts to the digital age.
Resolution 71-NQ/TW becomes the "pillar" providing human resources for Resolution 57-NQ/TW, and vice versa, Resolution 57-NQ/TW becomes the "pillar" providing tools and development motivation for Resolution 71-NQ/TW.
The combination of these two "breakthroughs" will create a combined strength, deciding the success of the country's industrialization and modernization, helping Vietnam develop rapidly and sustainably in the context of the fourth industrial revolution and deep international integration.

Need for multi-sectoral action program
- What strategic priorities will you choose to link education with science and technology, creating competitive advantages for the locality in the next 3-5 years?
- After the merger, Phu Tho province is a new administrative - economic - cultural entity with a high degree of integration in many aspects: Abundant human resources; diverse traditional cultures; expanded geographical space, creating conditions for the development of economic corridors throughout the plains - midlands - mountains, including modern manufacturing and processing industry. Therefore, more than ever, it is necessary to clearly position the relationship between education and training with science and technology as two "entities" that cannot be separated for the development of the province.
Resolution No. 71-NQ/TW is the “supply” of human resources; Resolution 57-NQ/TW is the “motivation and infrastructure”, so Phu Tho needs to link the two resolutions with an interdisciplinary action program on education - training with science - technology in the period 2025 - 2030. It focuses on tasks such as:
Firstly, build a training program to develop human resources in science and technology and digital human resources for the province.
Second, innovate and improve the quality of scientific research in educational institutions; build laboratories and research centers to develop science and technology.
Third, build a digital transformation program for the education sector, focusing on issuing preferential policies and mechanisms to support digital transformation throughout the sector; ensuring digital infrastructure, developing digital platforms for education; applying modern technology in management and teaching; and bringing AI technology into teaching.
At the same time, build and share for free a modern digital learning ecosystem to expand access to education for all subjects, remove space and time barriers in accessing knowledge; build an education sector database, build a synchronous and unified electronic education management system from management agencies to each school...

Priority tasks
- In your opinion, what needs to be done to put Resolution No. 71/NQ-TW into practice and become effective?
- In order for Resolution No. 71-NQ/TW to soon come into life and promote practical effectiveness, it is first necessary to thoroughly grasp it throughout the entire political system, especially among cadres, civil servants, public employees, and workers in the education sector.
The content needs to thoroughly grasp the guiding viewpoints, objectives, tasks and main solutions of the Resolution, as well as the Government's Action Program to implement the Resolution. At the same time, closely follow the direction of General Secretary To Lam at the National Conference to thoroughly grasp and implement the 4 resolutions of the Politburo held on September 16.
Along with that, promote propaganda and raise awareness of the whole society about the viewpoint that education and training is the top national policy, the key driving force for national development; education and training follow the motto "taking quality as the axis - taking teachers as the key - taking technology as the lever"; digital transformation becomes an urgent need, the driving force for the education sector to carry out fundamental and comprehensive innovation.
The Party Committee's action program to direct the implementation of Resolution No. 71-NQ/TW in the province needs to be issued soon. State management agencies play a creative and leading role, through the construction of a synchronous legal corridor, promulgating specific incentive and support mechanisms to create conditions for relevant parties to participate in the digital transformation process of education. On that basis, the education sector needs to have a comprehensive strategy, combined with synchronous solutions on institutions, policies, modern infrastructure, and human resource training for digital transformation.

- If you could choose the biggest priority to connect education with science and technology locally in the coming period, which priority would you choose and why?
- Currently, Phu Tho province is lacking high-quality human resources for science and technology. The number of cadres, civil servants, and employees in science, technology, and digital transformation working for state agencies, especially in communes and wards, is both lacking and weak.
Meanwhile, Phu Tho province identified the development of science, technology, innovation and digital transformation as one of the key tasks and breakthroughs in the 2025 - 2030 term; bringing Phu Tho into the group of pioneering localities, leading the country in the development of science, technology, innovation and digital transformation.
Along with that, building the province into one of the country's major industrial centers for high-tech industry, electronics industry, attracting emerging industries with high added value such as chips, semiconductors, artificial intelligence. In response to new requirements, training and improving the quality of human resources in science, technology, and digital transformation should be identified as the top priority task in the implementation of Resolution No. 71-NQ/TW.
Firstly, it is necessary to develop programs for developing human resources in science and technology for each stage; in which, focusing on high-quality human resources, especially human resources in the field of basic science. At the same time, build and implement a program for developing digital human resources at the provincial level, aiming to train, foster and supplement digital human resources working in the political system, production - business sector, residential communities, as well as in the team of educational managers and teachers.
Second, issue policies to attract and reward experts and scientists to work in the province; support human resources for science, technology and digital transformation in state agencies. At the same time, incorporate digital skills into general education and vocational education programs; prioritize training in key industries such as semiconductor technology, information technology, automation, e-commerce, and biotechnology.
Third, focus on developing the province's universities and colleges into key training and scientific and technological research centers linked to market needs. Attract large technology enterprises to cooperate in investment and training of local human resources. Expand cooperation with large technology enterprises, high-tech zones, and research centers so that students can intern and access new technologies.
Fourth, forming clusters linking education - science and technology - enterprises, such as: Developing industrial parks and clusters associated with colleges and universities in the province, creating a continuous "study - research - production" environment, meeting labor needs, reducing the gap between "supply - demand".
Cooperate with Hung Vuong University, Military Technical Academy in Vinh Phuc (old), Hanoi Pedagogical University 2 and vocational training institutions to form a "technology application training center" for enterprises in industrial parks and clusters of the province.
Fifth, cooperate in training high-quality human resources with prestigious universities and research institutes in the world. Encourage expert exchanges, send staff to train in developed countries, then return to serve. Participate in research networks and international science and technology forums to update new trends.
