The Vinh Phuc Water Resources and Flood Management Project has a total investment capital of about VND 4,815 billion (equivalent to USD 220 million), including a loan from the World Bank of USD 150 million and counterpart funds from Vinh Phuc province of USD 70 million.

The project investor is the ODA Management Board of Vinh Phuc province (under the People's Committee of Vinh Phuc province). The project is implemented in 7 districts and cities of Vinh Phuc province: Tam Dao, Tam Duong, Vinh Tuong, Yen Lac, Binh Xuyen, Phuc Yen and Vinh Yen.

In August 2024, many locations in the project showed signs of damage, affecting the quality of the project.

Responding to VietNamNet on August 13, Mr. Ho Quang Phuc, Director of the ODA Management Board of Vinh Phuc province, said that the reason some construction items were damaged was due to heavy rain. The investor has requested contractors to thoroughly repair the damaged locations before handing over the project.

However, VietNamNet 's records in early October 2024 at the Vinh Phuc Water Resources and Flood Management project showed that previously damaged locations had not been completely handled, and the current state of the project at some points was still shabby and littered with materials.

The investor must hire a unit to determine the cause of the damage.

On October 4, nearly two months after confirming that he would ask the contractor to fix the damage at the project, Mr. Ho Quang Phuc told VietNamNet that the work has not yet been completed. The reason for the delay is that heavy rains have recently occurred in Vinh Phuc province, causing the river water level to rise.

According to Mr. Phuc, the Vinh Phuc Province Water Resources and Flood Management Project has completed the pumping station and discharge channel by December 31, 2023 to meet the loan disbursement schedule.

"The project is completed but we have not been able to sign with the contractor to approve the overall acceptance. The reason is that we have to wait until the flood season is over, so that the project can be put into operation before we can evaluate it," Mr. Phuc informed.

According to Mr. Phuc, during the trial operation phase, Vinh Phuc province was affected by storms No. 2 and No. 3. In particular, storm No. 3 caused the water level of the Red River and Pho Day River to rise, exceeding the estimated data when implementing the project in the 2014-2015 period.

"The water level of the Red River was at times above alert level 2 and the Pho Day River above alert level 3. The water levels of rivers around Vinh Phuc province all rose. Along with that, heavy rains occurred in the Tam Dao forest area, forcing water to flood and overflow Thanh Lanh, Xa Huong and Dai Lai lakes.

Due to heavy rain and rising river water, the entire discharge canal system of the project was submerged and completely flooded, causing landslides in key canal sections on the Pho Day and Red rivers," Mr. Ho Quang Phuc analyzed the cause of landslides at the nearly 5,000 billion VND project.

In that context, according to the Director of the ODA Project Management Board of Vinh Phuc province, the unit has coordinated with the supervising consultant and the construction contractor to implement solutions to ensure flood drainage.

Although mentioning many external factors affecting the project (heavy rain, floods), Mr. Ho Quang Phuc said that up to now, the investor has not yet determined the cause of the damage to the project items.

To do this, Mr. Phuc said, the Provincial ODA Project Management Board is hiring the Institute of Hydraulic Engineering (Vietnam Institute of Water Resources) to report, evaluate and investigate the causes of the recent damage.

When asked about the deadline for repairing damaged areas of the project, Mr. Phuc said it would be completed this year.
