"In order for the commune-level police to be able to resolve cases at the grassroots level with the goal of being close to the people, serving the people better and connecting crime prevention and control work, the Ministry of Public Security proposes to amend and supplement the regulations on the responsibilities and powers of investigators in the Criminal Procedure Code," said the Deputy Minister.
Accordingly, for less serious and serious incidents and cases occurring in the commune, intermediate or senior investigators of the provincial police investigation agency are assigned as chief or deputy chief of commune police in charge of crime prevention work, and may be assigned certain powers.
Specifically: directly organizing and directing the handling of crime reports; initiating investigations; deciding on the assignment and change of investigators and investigation officers assigned to the commune police; inspecting the activities of handling criminal information sources in criminal cases; deciding on preventive measures; deciding on wanted persons and suspending wanted persons; searching, seizing, temporarily detaining, and handling physical evidence...
"To do this, at the current commune level, we arrange about 30 - 60 commune police officers. In Hanoi , there could be 50 - 60 commune police officers," said Lieutenant General Nguyen Van Long.
The Deputy Minister of Public Security said that after the merger, the communal police will be a police level with preventive activities. To complete the work, some provincial police investigators must be assigned to be the current chief and deputy chief of the communal police.
"If approved by the National Assembly Standing Committee, the Ministry of Public Security will coordinate with the drafting agency to research and supplement it to suit the current crime prevention situation," Lieutenant General Nguyen Van Long added.
Regarding the above proposal, Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien said that he had just received this policy from the Ministry of Public Security today and that this was a very new policy, not yet available during the coordination process.
