The locality is paying about 3,570 billion VND per year for the force participating in protecting grassroots security, but the budget when unifying the force is only 3,500 billion VND.
The information is stated in the report of the National Assembly Standing Committee, explaining the acceptance of the draft law on Forces participating in protecting security and order at the grassroots level. National Assembly deputies will discuss this bill in the hall on the morning of October 27.
At the previous session, some delegates suggested carefully evaluating the organization and budget when establishing the force, because the number of people needed to be mobilized is not limited to 300,000 as proposed by the Government . This will increase the cost and budget guarantee.
The National Assembly Standing Committee said that nationwide, there are currently 298,700 people participating in the civil defense force, part-time commune police, and civil defense team leaders and deputy leaders. Localities are paying this force about 3,570 billion VND per year, calculated according to the new basic salary.
As of December 2022, there are more than 84,700 villages and residential groups nationwide. If each village and residential group establishes a Security and Order Protection Team (with at least 3 people per team), the whole country will have at least 254,100 participants. The total estimated budget for implementation according to the provisions of the draft Law is 3,505 billion VND per year.
The draft also builds in the direction that each Team can be in charge of one or several villages and residential groups, so the total number can be reduced, leading to a reduction in the guarantee budget. With the above estimate, the National Assembly Standing Committee believes that this force will not increase in the number of participants and the total guarantee budget compared to the present. In the long term, the total number of villages and residential groups will continue to decrease due to mergers, so localities will have conditions to ensure better regimes and policies for this force.

Some opinions proposed to regulate the framework and minimum level of regular monthly support, support for voluntary social insurance and health insurance contributions and assign the provincial People's Council to decide.
The National Assembly Standing Committee believes that this is a mass force that is selected to participate. If the Law has strict regulations on the framework, regular support levels and voluntary social insurance and health insurance contribution levels, it will not be suitable for reality, especially in localities with economic difficulties and lacking budget autonomy.
Therefore, the Standing Committee proposed that the National Assembly allow the inheritance of current laws, with open regulations for local authorities to decide on the level of support for people participating in grassroots security forces, in accordance with the reality in each locality.
The draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level will be voted on and passed by the National Assembly on November 27.
On October 27, National Assembly deputies also listened to the presentation and examined the draft Resolution on piloting a number of specific mechanisms and policies on investment in road traffic construction. The National Assembly then divided into groups to discuss this content, along with the Resolution on the Feasibility Study Report of the Land Acquisition, Compensation, Support and Resettlement Project for Long Thanh International Airport.
